Position Title: Executive Manager, Operational Resilience
Job Level: Manager
Reports to: Senior Director, Business Continuity and Crisis Management
Department Business Continuity & Crisis Management
Function (Group): Shared Services
JOB PURPOSE:
The operational resilience executive manager will be responsible for implementing and managing the Operational Resilience Frameworks having a strong technical background and knowledge of local, regional and global Operational Resilience Frameworks and Regulations. Successful candidate will be responsible for management and reporting all aspects of operational resilience from supporting the mapping of business-critical business services and aligning with industry best practice and regional regulatory requirements.
KEY ACCOUNTABILITIES & DETAILED TASKS
Strategy Development
• Lead the Operational Resilience effort for ARB group.
• Develop comprehensive resilience frameworks, policies, and procedures aligned with organizational goals.
• Develop proactive operational resilience strategies and mapping business critical services, end to end.
Program Management
• Effectively Integrate Business Services and their Dependencies related to Operational Resilience Domains within ARB to ensure successful achievement of ARB’s Operational Resilience Objectives.
• Select and implement the suitable software and tools to manage operational resilience, mapping of Important Business Services (IBS) and reporting of resilience status.
• Develop action plans and other deliverables, such as resilience gap analysis and risks identified along the lines of critical business services and their dependencies.
Stakeholder Engagement:
• Collaborate effectively with other senior internal stakeholders with all areas of operational resilience and in particular regulatory developments
• Collaborate with leadership and departments to embed resilience principles across all levels of the organization.
Reporting
• Oversee production of regular operational resilience reports for ARB critical functions, that provide data-driven insights to leadership.
• Prepare and present reports on resilience status, challenges, and areas for improvement to senior management.
Operation Control
• Implement business resilience, crisis management, and risk mitigation plans.
• Assess organizational vulnerabilities and resilience capacities through risk analysis and audits.
• Conduct F2B testing through the lens of the Customer, to understand dependencies and potential failure points.
• Coordinate and facilitate training sessions, drills, and workshops on resilience, crisis response, and risk management.
• Monitor industry best practices and incorporate innovative resilience strategies.
• Lead incident response efforts and coordinate recovery activities during crisis.
• Evaluate response effectiveness post-incident and adapt resilience strategies accordingly
• Design and facilitate testing, drills, and scenario planning to evaluate resilience plans.
• Support the business in managing third-party relationships, ensuring vendors and service providers have appropriate resilience and continuity plans in place.
Continual Improvement
• Drive improvements of operational resilience capabilities across ARB through monitoring of critical business services, reporting risks and engaging with business and technical stakeholders to understand requirements.
• Contribute to horizon scanning, scenario and strategic risk analysis to help identify, quantify, evaluate and plan for potential future risks within the context of ARB
FRAMEWORKS, BOUNDARIES, & DECISION-MAKING AUTHORITY:
Works according to established bank’s strategies and guidelines, and under the direction of the Top Management, Exercises delegated authority within agreed business objectives.
QUALIFICATIONS, EXPERIENCE, & SKILLS:
Minimum Qualifications:
· Bachelor’s degree in Business Administration, Operational Resilience, Risk Management, IT or a related field (Master’s preferred).
· Professional certifications in Operational resilience (e.g., CBCI, ISO 31000, ISO 22301, ISO 22316, ISO 27001, ISO/IEC 27035) are highly desirable
· Program Management or Project Management certification is an added value.
Minimum Experience:
· Minimum 7 years of experience in the field of operational resilience domains or any other management system (ISMS, QMS, ITSM, …etc)
Job-Specific Skills:
· Ability to understand the Operational Resilience Roles & Responsibilities.
· Manage operational resilience Strategy, Governance, Risk, Audit and Compliance on Bank Level.
· Operational resilience experience (Frameworks, Policies, Procedures, Standards, and Guidelines)
· Understanding of required Operational resilience Architecture (Technical and Enterprise)
· Experience in managing Operational Resilience Compliance (SAMA, TADAWUL, ISO 22316, SAMA, Tadawul, CoBIT, ISO 31000, ISO 22301, ISO 27001, ISO/IEC 27035, DORA)
· Experience in Program and Project Management related managing Cloud Migration, Data Center Buildout and ITDR.
· Thorough understanding OR Experience in implementing and managing Third-Party Risk, Cyber Security and Counter Fraud Framework, will be an added advantage.
· Ability to Manage GRC Automation and Technical Compliance.
· Ability to deal with pressure, resource management and team leading.
· Ability to understand the requirement and deliver the related job responsibilities on time.
· Strong analytical and problem-solving skills.
· Excellent communication and interpersonal skills, with the ability to influence stakeholders at all levels.
