Roles & Responsibilities

This independent evaluation will be carried out in accordance with IOM guidelines, and conducted by an independent evaluation expert who has not been involved in the formulation, planning and implementation of the project and will provide an independent assessment, analysis, and recommendations aligned with the UNEG ontological framework. The expert will conduct this mission by responding to the architecture and objectives assigned to this framework by detailing the elements of their assessment and evaluation; and by providing a well-crafted methodology to document good practices and sustainability. The expert will also provide a detailed analysis of the monitoring system and the lessons learned in terms of monitoring for future projects.

a. Project Duration: The final evaluation of the project Supporting the integration of migrants by the municipality of Agadir and surrounding communes will cover the entire implementation period of the project, from January 2024 to October 2026 (33 months).

b. Geographical Coverage: The evaluation will cover all activities carried out in the municipality of Agadir and in the commune of Ait Amira, where the project is implemented.

Desired Candidate Profile

  • Master's degree (or higher) in social research and/or program/project evaluation, territorial governance, social sciences, development studies, public policy, or any relevant discipline;
  • Minimum 10 years of proven experience in conducting development project evaluations, including the theory of change approach, results-based management (RBM), and the human rights-based approach;
  • In-depth knowledge of the Moroccan context, particularly migration dynamics, territorial governance issues, and national and regional institutional frameworks;
  • Familiarity with themes of migration, inclusion, protection of vulnerable persons, and local development;
  • Proficiency in qualitative and quantitative data collection and analysis methods;
  • Ability to work independently and collaboratively with multiple stakeholders.
  • Excellent command of French and Arabic;
  • Good command of English;
  • Knowledge of IOM's roles, mandate, and functioning, as well as those of local authorities in the planning and implementation of local policies;
  • Proven skills and experience in writing technical and related analytical reports;
  • Strong conceptual, analytical, and communication skills.
