Roles & Responsibilities
Background: The Arab States region continues to face protracted, complex, and interconnected crises rooted in political instability, humanitarian emergencies, security concerns, economic fragility, and social pressures. Cross-border stressors such as climate change, shifting energy dynamics, and population movements further compound these challenges, requiring strong synergies across humanitarian, development, political, and security actors. In this context, the collaboration between the Development Coordination Office (DCO) Regional Office for Arab States (ROAS) and the Office for the Coordination of Humanitarian Affairs (OCHA) Regional Office for the Middle East and North Africa (ROMENA) has emerged as a model of integrated, cross-pillar engagement. Their joint efforts demonstrated the UN s ability to deliver anticipatory, evidence-based, and adaptive responses. This collaboration aligns with the UN80 Initiative and UN 2.0 priorities, which emphasize system-wide coherence, foresight, and innovation. Building on this momentum, DCO and OCHA are launching a structured lessons learned exercise. The exercise will distill insights from joint regional engagement, identify good practices, and recommend ways to institutionalize cross-pillar collaboration, ensuring the Resident Coordinator/Humanitarian Coordinator system is better equipped to lead adaptive responses in volatile contexts. To ensure structure, impartiality, and broad ownership, a consultant will be engaged to design and facilitate the exercise, document findings, and produce a final report validated by stakeholders. Objective of assignment: Facilitate structured consultations with stakeholders at country, regional, and global levels to capture experiences of cross-pillar collaboration. - Analyze and synthesize findings, reconstructing decision-making processes, identifying strengths and gaps, and formulating recommendations. - Design and facilitate a consolidation workshop that validates findings and co-develops actionable follow-up measures. - Produce a final Lessons Learned Report and Executive Summary to inform system-wide learning and future strategies. Duties and Responsibilities: The consultant will be responsible for the following tasks:
- Consultation Design & Facilitation - Develop a detailed consultation plan, including methodology, tools, and guiding questions. - Facilitate structured online group discussions with RCs/HCs, UNCTs/HCTs, Regional Directors, and HQ stakeholders.
- Analysis & Drafting - Consolidate notes from consultations. - Triangulate insights across country, regional, and global perspectives. - Prepare a draft Lessons Learned Note capturing common themes, gaps, and recommendations.
- Validation & Workshop - Design and facilitate an in-person consolidation workshop with DCO, OCHA, RC/HCs, and selected external partners. - Conduct foresight exercises and group work to validate and stress-test findings. - Document workshop outcomes, including agreed follow-up mechanisms.
- Finalization & Dissemination - Integrate feedback from HQs and workshop participants. - Produce a final Lessons Learned Report with an Executive Summary. - Support dissemination across DCO, OCHA, and partner networks.
Desired Candidate Profile
A Masters degree in business administration, management, economics or a related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 10 years of progressively responsible experience in humanitarian, development, or peacebuilding contexts is required. Proven expertise in facilitation, organizational learning, and lessons learned methodologies is required. Strong analytical and drafting skills, with the ability to synthesize complex multi-stakeholder processes is required.
