Job Description
Roles & Responsibilities
Responsibilities:
Lead tendering and estimation activities for facilities management hard and soft services.
Support management during the pre-tender process, including tender evaluation, risk assessment, bid decisions, and cost estimation.
Study, analyze, and evaluate tender documents to identify risk factors and coordinate with division heads on overall risk assessment and bid decisions.
Develop high-quality submissions, including client pre-qualification documents, presentations, and related tender materials.
Coordinate with clients and their representatives to clarify specifications and proposal requirements.
Participate in pre-bid, mid-bid, and post-bid meetings when required.
Present tender-related matters to management, including risk factors, bid decisions, issues, and concerns.
Prepare technical and commercial proposals in line with Request for Proposal (RFP) requirements, including executive summaries, company introductions, organization charts, methodology statements, mobilization and transition plans, manpower/resource histograms, training plans, quality management plans, and health and safety documentation.
Coordinate with specialist service providers, equipment manufacturers, and material suppliers to obtain cost-efficient tender inputs.
Review and finalize project cost estimates for spare parts, consumables, work quantities, materials, equipment, manpower, systems, products, and services in accordance with Bill of Quantities (BOQ), client specifications, and RFP requirements.
Develop client relationships to win new business and deliver value for both clients and contractors.
Ensure sales monitoring and reporting requirements are completed.
Liaise with procurement to negotiate with approved vendors, suppliers, and subcontractors for special services and materials.
Estimate manpower, spare parts, and consumables required for hard and soft services.
Consolidate cost sheets and tender documents for management review and approval.
Provide project clarification and budget information to the project manager and team after contract award.
Advise the project manager on contractual rights and remedies considered during the tendering phase.
Prepare weekly and monthly tender status reports covering progress, wins, losses, and reasons for outcomes.
Maintain good client relationships.
Requirements:
Engineering degree.
Minimum 4 5 years of relevant experience, preferably in the Gulf Cooperation Council (GCC) or Kingdom of Saudi Arabia (KSA).
Excellent knowledge of estimating strategies and techniques.
Strong verbal and written communication skills.
Strong interpersonal skills.
Desired Candidate Profile
Engineering degree.
Minimum 4 5 years of relevant experience, preferably in the Gulf Cooperation Council (GCC) or Kingdom of Saudi Arabia (KSA).
