Job Description
Roles & Responsibilities
Support the development of an organizational culture that reflects Project HOPE s humanitarian values, promotes accountability and high performance, and encourages learning, creativity, and innovation.
Assist Gaza leadership in developing and operationalizing an effective internal control framework.
Act as a key business partner to program and operations leaders, driving financial performance, strengthening procurement and stock control, and ensuring audit readiness.
Establish and maintain strong relationships with host government authorities, donors, and partner agencies, ensuring transparency and credibility in financial management.
Contribute to overall organizational goals by participating in strategy formulation, policy development, and providing financial analysis to support decision making.
Lead financial planning and budgeting processes, ensuring alignment with program priorities and donor requirements.
Provide guidance to senior management and program staff during planning and allocation exercises.
Monitor donor agreements and resource utilization, highlight variances, and recommend corrective actions.
Conduct periodic financial analysis of the Gaza office cost base, including staffing and operational costs, and provide recommendations for financial sustainability.
Support diversification of funding resources and ensure financial risks are identified and mitigated at proposal stage.
Manage budget development for new proposals and revisions, ensuring quality and compliance before submission to donors.
Oversee the annual planning process, master budget preparation, and reforecasts.
Ensure emergency finance procedures are integrated into the Gaza Emergency Preparedness Plan to enable rapid scale up.
Train budget holders to understand and manage their financial responsibilities effectively.
Oversee all finance functions, maintaining compliance with Project HOPE policies, donor regulations, and international accounting standards.
Direct and supervise the timely execution of accounting processes, including accruals, journal entries, reconciliations, balance sheet reviews, and proper archiving of supporting documentation in accordance with Project HOPE tools and policies.
Supervise and validate the accurate and timely completion of cash and bank reconciliations in line with organizational procedures.
Review and approve expenditures prior to posting or payment, verifying that appropriate approval and procurement processes were followed and that complete supporting documentation is maintained.
Provide oversight and critical review of balance sheet accounts, including advances, prepayments, accruals, payroll liabilities, and statutory obligations.
Maintain full fiscal compliance with local regulations, including labor laws, entity registration requirements, statutory reporting, and required tax filings or financial submissions to government authorities and donors.
Lead the preparation, review, and timely submission of all donor financial reports, safeguarding accuracy, regulatory compliance, and alignment with organizational financial records.
Deliver accurate and timely financial reporting to Gaza leadership, HQ, donors, and regulatory authorities.
Maintain robust systems for financial management and control over assets, funds, equipment, and property.
Develop, implement, and enforce finance policies and procedures to strengthen internal controls and operational accountability.
Prepare and present monthly financial reviews to Gaza leadership, providing clear analysis, variance explanations, and actionable recommendations.
Facilitate statutory and project audits, coordinating responses and implementing corrective actions as required.
Strengthen financial management capacity of budget holders, field finance teams, and sub grantees through structured training, mentoring, and technical support.
Ensure appropriate staffing and competencies within the Finance Department
Lead and mentor the finance team, setting clear expectations and evaluating performance regularly.
Recruit and train finance staff, ensuring professional development opportunities are available.
Manage staff performance through measurable objectives, ongoing feedback, and fair evaluations.
Promote a culture of accountability, recognition, and continuous improvement.
Support Gaza leadership in applying a risk management lens to financial planning and growth strategies.
Develop and implement financial risk management policies to maximize resource effectiveness.
Conduct financial risk assessments of new partners and monitor ongoing risks.
Maintain and update the financial risk register in coordination with senior management.
Ensure mitigation measures are integrated into proposals and operational plans.
Desired Candidate Profile
Advanced degree/ Masters in Finance, Accounting, Business Administration, or related field.
Minimum 10 years of progressive experience in financial management, preferably in humanitarian or international NGO settings.
Strong knowledge of donor compliance requirements and international accounting standards.
Demonstrated leadership experience managing finance teams in complex contexts.
Excellent interpersonal and communication skills; ability to collaborate across departments and cultures.
Fluency in English required; Arabic is an asset.
