Job Description

Roles & Responsibilities

General objective:

Manage the Admin departement of Gaza base and continue the structuration

Ensure sound administrative, accounting, and financial management of the base in strict compliance with donor requirements and Solidarit s International internal procedures.

Monitor and report on budget utilization and support preparation of financial reports as needed.

Supervises accounting operations and cash management, and carries out budget follow up in conjunction with the program managers.

Ensure that Solidarit s International s Human Resources policy is properly implemented at the base.

The main challenges:

  • Highly volatile and emergency environment with a competitive labor market
  • Complexity of the administrative and financial palestinian system adding to an disrutped banking system

Priorities for the 2/3 first months:

  1. Continue to build the Admin department as a strong HR department
  2. Continue to build the relationship with the implementing partner
  3. Support the managers in their financial management
  4. Continue to structure the DW and CW policies

Security constraints:

Security constraints in Gaza remain severe, with a context marked by high-intensity military activity, including airstrikes, land and naval bombardments, and risks related to medium and light infantry weapons. Social tensions are also high, driven by harsh living conditions, and the collapse of economic activity, which have contributed to looting, inter-family disputes. Since the ceasefire brokered on 10 October 2025, the security situation has improved and military activities (airstrikes, shelling) have decreased. However, the situation remains volatile, and a deterioration cannot be ruled out.

Experience in the humanitarian sector : 5 years

Experience on a similar position : 3-4 years

TECHNICAL SKILLS

  • Knowledge of SAGA and Homere
  • Strong understanding of Financial management
  • Ability to manage and HR complexe environment

TRANSVERSAL SKILLS

  • Strong coordination and communication skills.
  • Problem-solving and adaptability in complex, high-stakes environments.
  • Ability to work under pressure and prioritize multiple import processes simultaneously.
  • Attention to detail, accuracy, and compliance orientation.
