Job Description

Roles & Responsibilities

Direct financial operations with a focus on accuracy, transparency, and compliance. Implement and monitor financial policies, procedures, and internal controls.

  • Ensure proper documentation, reconciliation, and reporting of all transactions.
  • Manage budgeting processes and provide financial analysis and forecasts.
  • Oversee cash flow, liquidity, and fund availability for program operations.
  • Ensure compliance with accounting standards (IFRS/GAAP), local laws, and donor requirements.

Lead annual and project-specific budgeting and forecasting. Monitor exchange rates and manage multi-currency cash flows and conversions.

  • Negotiate favorable banking terms and minimize transaction costs.
  • Reconcile foreign currency accounts and report gains/losses.

Conduct financial assessments and capacity building for implementing partners.

  • Monitor partner expenditures and ensure donor compliance.
  • Maintain reporting calendars and conduct financial spot checks

Ensure adherence to donor rules, UN IPSAS standards, and procurement thresholds.

  • Coordinate audits and maintain audit-ready documentation.
  • Conduct sanctions screening and uphold anti-fraud and safeguarding standards.

Ensure adherence to donor regulations, local laws, and internal financial policies, including UN terms (IPSAS-aligned reporting), cost share requirements, allowability rules, and procurement thresholds.

  • Coordinate internal and external audits, providing required documentation and implementing audit recommendations.
  • Maintain proper filing and documentation for audit readiness at all times.
  • Ensure timely sanctions and ATC vetting

Supervise and mentor finance staff, including the accounting manager, finance officer, and clerk.

  • Promote capacity building within the finance team through training and guidance.

Provide financial reporting and support for proposals.

  • Maintain relationships with donors, banks, auditors, and regulators.

Ensure proper use and maintenance of financial systems and accounting software. Manage IT infrastructure related to finance operations

Desired Candidate Profile

A bachelor's degree in accounting, finance, or a related field is required, with a strong preference for CPA/ACCA/CFA.

  • The candidate should have a minimum of 10 years of experience in financial management, preferably in an INGO setting.
  • Advanced Excel skills are required, while proficiency in Power BI is considered a plus.
  • Strong knowledge of donor financial requirements (USAID, UN, EU, etc.) and IFRS/GAAP).
  • Experience with financial management software and ERP systems.
  • Proven ability to manage a team and work collaboratively across departments.
  • Strong analytical skills and ability to interpret financial data for strategic decision-making.
  • Excellent communication skills, with fluency in Arabic and English (written and spoken).
  • Ability to travel to project sites and conduct financial reviews of partners.
