Roles & Responsibilities

The purpose of the Finance Officer position is to assist in the day to day implementation of the financial management responsibilities of the FMU and its grantees.

Generic Responsibilities

  • Ensure that the FMU set up adheres to the Financial Handbook, NRC policies, donor and auditor requirements.
  • Implement NRC s financial systems, routines and procedures.
  • Support in maintaining overall budget control and monitoring of cash flows.
  • Implement anti-corruption policy.
  • Ensure proper filing of documents.
  • Other tasks as assigned.

Specific responsibilities:

  • Responsible for submitting payment requests for all FMU expenditures for payment processing.
  • Verify that the vouchers and the supporting documents meet NRC standards before proceeding with the payments.
  • Support with monthly account closing for B4PF and following NRC financial procedures.
  • Support the Finance Manager in audit preparations and audit close out for FMU and its grantees.
  • Verify that the vouchers and the supporting documents of Partners meet Nabni standards before proceeding with the payments and liquidation of partners advance.
  • Ensure proper tracking and monitoring of Partners payments and expenditures.
  • Assist in Regularly conducting Expenditure Monitoring and Verification exercises in line with the payment and financial monitoring schedule in the AGAs. Monitor grantees compliance with B4PF-KfW financial requirements and cost eligibility rules. Provide feedback and recommendations to grantees within the timeframe committed to in the AGA.
  • Provide training and a helpdesk service to grantees on project financial questions, monitoring and reporting procedures and supporting documentation required.
  • Support the FMU and grantees during Donor, Auditors, and Third-Party Monitoring visits, and external reviews and audits. Ensure appropriate measures are taken by grantees to address audit findings and recommendations.
  • Maintain Petty Cash imprest fund for the FMU as and if required.
  • Assist with ad hoc administrative tasks of the FMU, including acting as a focal point to liaise and coordinate with the MENA Regional Team and Jordan CO colleagues on FMU administrative support.

Desired Candidate Profile

Experience as Finance Officer or in a similar role from a humanitarian/recovery context, with a solid financial management background and technical expertise.

Education: Bachelor s degree in Accounting, Finance, or a related field.

Experience:

  • Minimum of 2 years of relevant experience as a Finance Officer, preferably in a humanitarian or recovery context.
  • Previous experience working in complex and volatile environments.
  • Demonstrated, documented achievements related to the responsibilities of the position.

Skills & Competencies:

  • Strong knowledge of financial management principles, accounting standards, and reporting.
  • Excellent command of English, both written and spoken.
  • High level of accuracy, attention to detail, and organizational skills.

Desirable:

  • Familiarity with KFW/BMZ grants accounting and donor financial compliance.

The Nabni Building for Peace Facility (B4PF) is a Grant Facility that aims to contribute to conflict prevention, peacebuilding and reconstruction in the Middle East and North Africa (MENA) region. The B4PF introduces an innovative partnership model forging long-term strategic relationships in fragile contexts with Local Non-Governmental Organisations (LNGOs), centered around quality funding, capacity development and learning.

Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the KfW Development Bank, the Facility will focus its funding on projects that combine infrastructure and service provision with peacebuilding/social cohesion components. NRC is the Fund Manager for the B4PF.

The Facility Management Unit (FMU) organisational structure is designed around the three key expected functions: project finance, technical assistance, and knowledge exchange. The FMU will lead and enter on behalf of NRC into contractual agreements with Grantees (also referred to as Partners) and ensure that contractual obligations to the donor are fulfilled. The FMU maintains general quality standards and ensures the existence and implementation of financial and procurement policies. It undertakes due diligence procedures, project controls, and risk management. Finally, it undertakes financial management and reporting, and manages the grant-cycle, monitoring, and reporting on agreements*.*
