Roles & Responsibilities

The Fuels Manager (FM)/Alternate Site Manager (ASM) provides leadership and guidance to FUELS Department personnel. Responsible for the overall program management of FUELS assets. Manages asset receipts, accountability, serviceability, storage, security, periodic inspections and deployment. Establishes asset reconstitution production schedules to meet United States Air Forces Central (USAFCENT) requirements. Reviews asset reconstitution production, periodic maintenance, and inventory reports to ensure timely and accurate submissions to USAFCENT A4/RF. Provides guidance on environmental issues as they relate to fuel assets. Responsible for program quality assurance as part of ISO 9000 standards. The ASM portion of the position coordinates and oversees the day-to-day operations, maintenance, personnel, and services at assigned location ensuring quality to the customer as directed by Site Manager.

Job Duties & Responsibilities

  • Primary liaison between Amentum sites and USAFCENT on issues pertaining to FUELS.
  • Oversees reconstitution and preservation plan for FUELS based upon requirements and the Performance Work Statement (PWS), to include the calibration of meters, gauges and tools, functional testing of pumping systems and hydrostatic testing of fuel hoses.
  • Tracks FUELS deployments, ensuring timely delivery of assets.
  • Answers inquiries from Program Management and sites concerning various requests from the USAF and external agencies.
  • Attends staff meetings and provides management reports and briefings, as required.
  • Provides assistance, guidance and coordination on revisions of FUELS maintenance actions in response to changes in Air Force Publications, Technical Orders and the PWS.
  • Oversees Product Quality Deficiency Reports from submission to resolution.
  • Creates, coordinates, implements, and revises FUELS Standard Operating Procedures, Work Instructions and Training Plans, as required.
  • Conducts periodic staff assistance visits to all sites.
  • Performs other duties and TDY travel as directed by management.
  • Performs duties of Site Manager in Site Manager s absence.
  • Manages basic support services and accompanying labor force for assigned location.
  • Manages small team of U.S. nationals supervising skilled, semi-skilled foreign and local nationals.
  • Ensure that all requirements are met as defined in the Performance Work Statement.
  • Communicate new requirements, concerns, and issues to PMO for resolution.
  • Ensure that requirements are met for employee health, morale, and welfare.
  • Ensure that employees adhere to the Armed Forces and host nation standards of conduct concerning in-theater operations.
  • Effectively manage any employee management issues that may arise.
  • Closely supervises equipment and material within assigned area of responsibility.
  • Closely supervises the arrival, retrofit, and upgrade of equipment and material as assigned.
  • Conducts the weekly and monthly collection of data for quality input to PEBs or AFEB.
  • Submits timely reports required by the United States Government.
  • Conducts regular property inventories.
  • Perform other duties as assigned.

Management Responsibility

  • Provides functional management for FUELS issues program wide.
  • Manages day-to-day operations as assigned by Site Manager.
  • Performs Site Manager duties in Site Manager s absence.

Knowledge & Skills

  • Ability to communicate effectively both verbally and in writing. Capable of organizing data quickly and effectively. Able to prepare and execute briefings.
  • Knowledge of the USAF maintenance management system, to include OLVIMS required.
  • Knowledge of the maintenance and operating procedures for Fuels Operational Readiness Capability Equipment (FORCE) desired.
  • Knowledge of FUELS industrial safety, quality, environmental procedures, material deficiency reporting and the USAF supply system required.
  • Proficiency in Microsoft software applications required, particularly MS Outlook, PowerPoint, Excel, Word, etc.
  • Shall be knowledgeable and supervise all aspects of assignment of qualified personnel, scheduling workload, developing programs and procedures to satisfy customer requirements, coordinating with on-base support, preparing official correspondence, evaluating improvement suggestions, and knowledge of chain of command and protocol.
  • Compliance with fire, safety, and environmental protection requirements.
  • Background displaying ability to staff, organize, lead and manage a diverse work force larger than 5 people, particularly Foreign Nationals (FNs).
  • Willingness to travel and work in various locations in the world.
  • Willingness to work shifts and extended hours in support of 24/7 operations.
  • Willingness to learn about the cultural, economic, geopolitical, and/or military issues of the Middle East and/or Arab-speaking countries within that region desired.

  • Must be capable of obtaining a flight line driver license when required by COR.
  • Must be capable of obtaining HAZMAT certifications as required by the PWS and/or host nation.

Desired Candidate Profile

The Fuels Manager shall have a minimum of six (6) years of specialized experience in fuels hydrant operations and maintenance of bulk petroleum storage terminals. The FM/ASM shall have a minimum of three (3) years of experience in logistics, project management, operations management or facilities management/maintenance field. As a minimum, the Fuels OM&R Manager shall have two (2) years of supervisory experience in fuel hydrants operations with emphasis in operations and environmental compliance. Must be able to obtain and maintain a SECRET US Government Clearance. Note: US Citizenship is required to obtain a SECRET Clearance. Must have a High School Diploma or equivalent.
