Job Description

Roles & Responsibilities

To lead this effort, a consultant will be recruited to work closely with CAS, in coordination with UNICEF and UN Women. The consultant s primary role is to support CAS in compiling and analyzing the available gender-related data and in drafting a comprehensive statistical report on the situation of women and girls in Lebanon. The report will cover key thematic areas such as education, health, protection, labor force participation, decision-making, and access to services, among others. This partnership directly supports CAS in fulfilling its mandate as the national statistical office to produce and disseminate official, high-quality gender statistics. It strengthens CAS's institutional capacity to monitor national and international gender-related commitments, including the SDGs and CEDAW. The collaboration ensures national ownership of the data and enhances the sustainability and use of the national statistical system for gender-responsive planning and monitoring. This consultancy will thus contribute to strengthening the national evidence base on gender and support data-informed policy and programming for advancing the rights and wellbeing of women and girls in Lebanon.

Tasks/Milestone:

  • Inception Report

Develop and finalize an inception Report with project methodology, objectives and workplan.

  • Data Mapping and Compilation Report

Develop and finalize the statistical report summarizing mapping of gender-related data sources.

  • Gender Data Analysis Framework

Draft and finalize the gender framework that defines data analysis approach and indicators aligned with project s objectives.

  • Draft Statistical Report

Develop and finalize full draft the gender statistical report covering 2PHONE_NUMBER with analysis.

  • Final Statistical Report

Adapt and submit final version of the gender statistical report.

  • Knowledge Products and Communication Inputs

Create and finalize PPT covering the gender statistics, policy brief, and advocacy visuals.

Desired Candidate Profile

Education: Master s degree in gender studies, demography, social sciences, statistics, or other related fields; or bachelor s degree with additional 2 years of experience.

Work Experience: At least 7 years of experience in quantitative research, data analysis, including gender data analysis and statistical reporting, social development, and public policy.

Skills:

  • Strong technical expertise in statistics and data analysis (focused on gender), including demonstrated ability to work with large datasets, conduct trend analysis, and generate disaggregated indicators (by sex, age, region, etc.).
  • In-depth knowledge of global gender equality frameworks and normative standards (e.g., CEDAW, SDGs, Beijing Declaration and Platform for Action, Women, Peace and Security) and Lebanon's corresponding national commitments and reporting obligations.
  • Prior experience in working on gender-related studies or analysis in Lebanon or the MENA region.
  • Prior expertise in gender analysis or gender mainstreaming in data analysis and reporting.
  • Proficiency in statistical software (e.g. Excel, PowePoint, and SPSS or Stata, Or R).
  • Excellent analytical writing skills, with proven ability to translate complex data into clear, accessible, policy-relevant reports, briefs, and visualizations.
  • Strong interpersonal and coordination skills, including the ability to engage and collaborate effectively with government counterparts, particularly national statistical offices and sectoral ministries.
  • Language Requirements: Fluency in English (oral and written) is required, and Arabic is an asset.

The Central Administration of Statistics (CAS) is the national statistical office of Lebanon. In 2021, CAS published The Life of Women and Men in Lebanon: A Statistical Portrait as a result of partnership between (UNDP) and (CAS) lebanon, covering the period 2PHONE_NUMBER. The report provided a foundational overview of gender disparities in Lebanon using available national and administrative data sources. To build upon this foundation and strengthen the national evidence base on gender equality CAS, UNICEF, and UN Women in Lebanon are joining forces to undertake a new gender statistical profiling exercise.
