Job Description
Roles & Responsibilities
KEY ACCOUNTABILITIES:
Strategic
Oversees the development of policies, processes and systems for pilotage, tugs operation and marine infrastructure maintenance, radio communication service and vessel traffic control, port marine safety and security, and related commercial functions based on good industry practices and ensures its alignment with the overall company strategy.
Identifies key performance parameters to monitor the implementation of the policies, processes and systems.
Assists the management in developing company level of business in terms of breadth of coverage and market penetration.
Holds responsibility for departments annual staffing and budgeting plans.
Ensures new operation plans, policies and procedures are consistent with the overall goals and objectives of the Company.
Operational
Overall management and administration of the harbor and marine services department which consist of pilotage, tugs services and port control.
Perform the responsibility of Harbour Master in guidance and approval of marine service and ship related activities.
Oversee anchorage activities and pilotage service for vessel operating in Port Anchorage.
Oversees and directs the activities of pilotage, marine craft and navigational aids maintenance and marine safety and security functions on a day to day basis, reviews service quality, duration of time taken to provide associated services, and end user feedback.
Establish and maintain effective formal and informal links with clients to exchange information and views and ensure that company provides appropriate range of quality services and customer service.
Develops and benchmarks department key performance indicators for monitoring the performance of business processes, monitors adoption of quality standards by the departments and ensures that all processes conform to high quality standards.
Represents the company in negotiations with customers, suppliers, government departments and other key contacts to secure the most effective terms for the Company.
Budgeting, cost reduction and cost control of the harbor and marine services department and coordinate with Port manager and Finance Department.
Review of systems procedure and practices related to the overall departmental management and operations and development and improvement of cost effective and efficient alternatives.
Support with the ISPS certification process and upkeep the ISPS standards and certification.
Work as overall case in charge and involve in incident controlling, investigating and reporting in case of marine pollution, accident or any other destructive incident within Port Maritime facilities.
Manage the necessary certification process of communication equipment, communicational channels and ensure all communication systems are always at proper function status and licensed up to date by TRA.
Manage and control port control, tugboats and pilot responsibilities and assure availability and readiness for operation. Carry out regular meetings with employees to facilitate the department activities and process improvement.
Perform pilotage services in critical situations and during non-availability of the pilot on duty if applicable.
Report to appropriate authorities any violations of laws by the ship and coordinate with respective authority.
Manage validity of the necessary certification of marine staff update and ensure all STCW requirements are fulfilled at all times.
Monitor the necessary certification process of tugboats; ensure the necessary arrangement during drydocking and sailing of tugboats out of Port limits.
Coordination with the operation department for berth planning and be advisory to the operations department on berth planning in difficult cases.
Oversee the information flow for services invoicing of harbor and marine services and proper record keeping.
Undertakes any other assignment and function as and when required by the management.
People Management
Setting employees KPI and evaluates their performance.
Communicates relevant information to subordinates and superiors.
Recommend training workshops for subordinates.
Performs on the job training and coaching.
HSSE Responsibilities
Ensure that all HSSE instructions are fully understood and complied with.
Must demonstrate total commitment to the company safety policies through participation and proactive involvement.
Reporting HSSE incident, near misses and violation to immediate supervisor or through the software as appropriate.
Responsible to participate in safety meetings and safety drills held on board and ensures operations abide by established HSSE operating procedures and practices and equipment is used within predetermined capacities. Ensuring the availability of Emergency Response Plan, pollution prevention support services, availability of necessary marine safety installations and firefighting arrangements, maintenance of continuous surveillance.
