Job Description
Roles & Responsibilities
Strategic Leadership − Provide overall leadership for site construction and fabrication yard operations. − Translate project EPC objectives into actionable construction and fabrication strategies. − Ensure compliance with ADNOC/Client specifications, codes, and industry standards. − Develop manpower and equipment deployment plans to support multiple EPC projects simultaneously. − Drive a culture of safety, quality, and productivity across all worksites. Construction Management Offshore Construction Management − Develop and implement Construction Execution Plans (CEP) for offshore works. − Review and approve offshore installation procedures such as load-out, sea fastening, transport, lifting, and hook-up. − Coordinate with engineering and marine spread teams to finalize offshore installation methodologies. − Ensure readiness of marine assets including heavy-lift barges, tugs, and supply vessels. − Review lifting studies, rigging plans, and barge stability analyses. − Organize offshore execution of structural, piping, mechanical, electrical, instrumentation, and commissioning works. − Support pre-commissioning, and commissioning activities offshore. − Oversee system walkdowns, punch list closures, and As-Built documentation for offshore scope. − Handover offshore platforms/modules to operations within the agreed scope, timeline, and quality standards. − Monitor progress daily and resolve offshore construction bottlenecks immediately. − Plan and Monitor manpower required and mobilization. − Plan and Monitor equipment required and mobilization.
Onshore Construction Management
▪ Civil Construction
− Oversee earthworks, foundations, structural concrete, buildings, and underground works.
− Ensure integration with structural steel, piping, and electrical/instrumentation disciplines.
− Verify readiness for civil works to support mechanical/equipment installations.
▪ Mechanical & Piping
− Direct mechanical and piping construction including static/dynamic equipment erection, piping fabrication, spooling, and installation.
− Ensure welding, NDT, hydrotesting, flushing, and reinstatement are delivered per standards.
− Coordinate closely with fabrication yards to optimize spool/module delivery to site.
▪ Electrical & Instrumentation (E&I)
− Oversee power distribution systems, transformers, switchgear, cabling, and grounding works.
− Manage instrumentation installation: field instruments, junction boxes, marshalling panels, and control systems.
− Ensure loop checking, pre-commissioning, and system handover in coordination with commissioning teams.
▪ Commissioning
− Lead pre-commissioning and commissioning activities across disciplines.
− Coordinate system completions, punch closure, and turnover packages.
− Ensure readiness for mechanical completion, pre-startup safety reviews, and client acceptance.
Shop Fabrication Management
− Manage day-to-day operations of fabrication yards (steel structures, piping spools, skids, tanks, modules).
− Control production schedules, WPS/PQR approvals, and welding performance.
− Ensure NDT, hydrotest, and QA/QC compliance for fabricated items prior to dispatch.
− Optimize yard layout, material handling, and logistics to improve throughput.
− Ensure fabrication productivity benchmarks (e.g., inch-dia, tonnage) are achieved.
People Management
− Lead a workforce of 1,500 (direct & subcontract).
− Develop training, skill matrices, and succession planning for supervisors/foremen.
− Resolve industrial relations issues in collaboration with HR.
− Ensure effective deployment and utilization of labor across projects.
Cost, Contracts & Client Interface
− Monitor and control direct and indirect construction/fabrication manhours and costs.
− Minimize rework, idle labor, and equipment downtime.
− Support project control team in claims, variations, and back-charge justifications.
− Represent the company in client/consultant meetings for progress, quality, and safety.
HSE Leadership
− Enforce offshore safety standards (ADNOC HSE, SOLAS, IMO, OHSAS).
− Conduct toolbox talks, safety drills, and ensure permit-to-work (PTW) compliance.
− Monitor SIMOPS (simultaneous operations) for safe integration with live facilities.
− Investigate incidents and lead corrective action implementation.

Safety (HSE Performance)
− TRIR (Total Recordable Incident Rate): ≤ 0.3
− Lost Time Injury (LTI): 0
− % of workforce completing mandatory HSE training: ≥ 98%
Schedule Performance
− Schedule Performance Index (SPI): ≥ 0.95
− % of milestones achieved as per baseline: ≥ 90% per quarter
− % of fabrication works completed vs. planned: ≥ 90%
Cost & Productivity
− Cost Performance Index (CPI): ≥ 0.95
− Weld inch-dia productivity vs. benchmark: ≥ 95%
− Structural tonnage productivity vs. benchmark: ≥ 95%
− Rework rate (as % of manhours): ≤ 2%
Quality
− NCRs raised by client: ≤ 3 per quarter
− % closure of punch points within 30 days: ≥ 90%
− Weld rejection rate: ≤ 2%
Client & Stakeholder Satisfaction
− Client satisfaction rating (quarterly review): ≥ 8/10
− Timely submission of reports/dashboards: 100% compliance
People & Organization
− Supervisor-to-workforce ratio: Maintained within target (1:15 max).
− Attrition rate among critical supervisors: ≤ 5% per quarter.
− Quarterly skill development sessions conducted: ≥ 2 per quarter. REPORTING AND DELIVERABLES
Weekly construction/fabrication progress dashboard (SPI, CPI, manpower, productivity).
Monthly management review report with risks and mitigation actions.
Quarterly KPI performance report.
Desired Candidate Profile
Education:
− Bachelor’s degree in Mechanical Engineering (Master’s degree preferred)
− PMP or equivalent project management certification desirable.
Experience:
− Minimum 20–25 years’ experience in oil & gas EPC construction and fabrication.
− Proven track record in managing large-scale EPC projects with ADNOC, ARAMCO, or similar clients.
− Strong background in shop fabrication management (piping, steel structures, skids, tanks).
− Demonstrated success in leading multi-discipline teams exceeding 1,000+ manpower.
− Proven track record in heavy lifting works.
Skills & Competencies:
− Strong leadership and decision-making skills in high-pressure environments.
− Excellent knowledge of ADNOC specifications, ASME/API/IEC/ISO codes.
− Proficiency in construction planning tools (Primavera P6, MS Project).
− Exceptional stakeholder management and communication abilities.
− Skilled in EVM, productivity benchmarking, and KPI-based performance management.
− Commitment to safety, quality, and continuous improvement.
