Job Description

Roles & Responsibilities

The Health Data Quality & Standards Expert is expected to manage National eHealth Data Standards, including their selection, maintenance, implementation, publication and conformance. Take full ownership of the designing of the enterprise-wide data schema and complying with associated industry standards. Support the eHealth program implementation in the areas of data assurance, standardization, cleansing, validation, and maintenance. A Strong understanding of health data standards and regulations (e.g., HL7, FHIR) is required.


Effectively lead and manage a team of data quality and standards specialists, and data architects responsible for designing and maintaining nation-wide data schemas adhering to defined international standards for data structures

  • Implement a comprehensive national health data quality management program

  • Monitor and analyze health data quality metrics to identify and address data quality issues

  • Perform root cause analysis to determine the underlying causes of data quality problems and develop corrective action plans

  • Develop and deliver training programs on health data quality and standards and best practices

  • Prepare reports on health data quality for internal and external stakeholders

  • Participate in the development and implementation of data governance policies for the eHealth department

  • Manage and maintain a set of nation-wide Data Architecture principles and associated artefacts according to formal frameworks

  • Lead and contribute to data architectural review processes for projects and liaise heavily with the solutions architect's maintaining standards during implementation

  • Work with key staff in business and technology to define a current view of information models

  • Manage and help to drive the transition towards the defined models and realization of associated benefits

  • Align with eHealth key staff to develop technology standards and deliver against the strategic program roadmap

  • Identify the priorities for development of policy

  • Perform other tasks as assigned

Desired Candidate Profile

  • A Bachelor's degree in Business Administration, Information Management, or a related discipline

  • 15+ years of experience in healthcare informatics

  • Strong understanding of health data standards and regulations (e.g., HL7, FHIR)

  • Proficient in data analysis tools and methodologies

  • Health industry knowledge

  • Proficiency in related software/applications utilization

  • Understanding economic, social and political issues

  • Understanding of related laws & regulations

  • Understanding Policies governance & control
