Job Description

Roles & Responsibilities

Business Alliance HR is recruiting an HR & Admin Supervisor for a leading construction and real estate company, located in Ramallah, Palestine.

We are seeking an experienced and proactive HR & Admin Supervisor to oversee the daily operations of the human resources and administrative functions. The ideal candidate will support strategic HR initiatives, supervise the HR & Admin team, ensure regulatory compliance, and maintain smooth HR and administrative workflows.

Reporting to the Chief Operating Officer (COO)

Contract type: Full-time/ Permanent

Essential Duties and Responsibilities:
Human Resources:
  1. Supervise and support the recruitment, onboarding, and offboarding processes.
  2. Monitor and ensure compliance with labor laws, HR policies, and company procedures.
  3. Maintain and update employee records, HR databases, and HRIS systems.
  4. Handle employee relations issues, including conflict resolution and disciplinary procedures.
  5. Coordinate training and development programs based on organizational needs.
  6. Supervise the performance appraisal process, including setting and evaluating annual employee objectives.
  7. Support payroll and benefits administration in coordination with the finance team.
  8. Prepare and issue HR circulars and internal communication.

Administration & Office Management:
  1. Oversee general office management, including procurement of office supplies, equipment, and maintenance.
  2. Manage company assets, facilities, and service contracts (cleaning, security, parking, utilities, etc.).
  3. Ensure proper documentation, translation, and archiving for both HR and administrative units.
  4. Handle the company s insurance policies (all types).
  5. Manage the COO s office operations and administrative support.
  6. Review the relevant agreements and contracts.

Compliance & Safety:
  1. Support compliance with health and safety standards across office and project sites.
Supervisory Duties:
  1. Lead and supervise HR and administrative staff, including the Admin Officer, Logistics Officer, and Receptionist.
  2. Ensure smooth coordination between departments to meet organizational objectives.


Requirements
  1. In-depth knowledge of local labor laws, HR best practices, and compliance standards.

  2. Excellent interpersonal, communication, and organizational skills.

  3. Excellent English language skills.

  4. Proven leadership and team supervision skills with the ability to manage cross-functional staff.

  5. Demonstrated confidentiality and integrity in handling sensitive HR and company information.

  6. Strong strategic thinking ability and high attention to detail.


Years of experience:

Minimum 5 years of progressive HR and Administration experience.


Education:

Bachelor s degree in Human Resources, Business Administration, or related field.
