Roles & Responsibilities

Position: HSE Manager – Roads & Infrastructure Location: United Arab Emirates Experience Required: Minimum 10 Years Industry: Roads & Infrastructure Construction Job Summary We are seeking an experienced HSE Manager with a strong background in roads and infrastructure projects to lead and manage all Health, Safety, and Environmental activities on site. The candidate will ensure compliance with UAE safety regulations, project safety plans, and international HSE standards while promoting a strong safety culture across the project.

Desired Candidate Profile

• Develop, implement, and monitor HSE policies, procedures, and safety management systems for road and infrastructure projects.

• Ensure full compliance with UAE HSE regulations, local authority requirements, and project specifications.

• Conduct risk assessments, hazard identification, and safety inspections across all project sites.

• Lead incident investigations, prepare reports, and implement corrective actions to prevent recurrence.

• Manage and supervise site safety officers and HSE teams.

• Coordinate with project managers, engineers, consultants, and client representatives regarding HSE matters.

• Ensure implementation of Traffic Management Plans (TMP) and safety measures for live road projects.

• Organize and conduct safety training, toolbox talks, and HSE awareness programs for employees and subcontractors.

• Monitor environmental protection measures, waste management, and sustainability practices on site.

• Prepare and submit HSE reports, audits, and compliance documentation to management and authorities.

Requirements

• Bachelor’s Degree in Occupational Health & Safety, Engineering, Environmental Science, or related field.

• 10+ years of experience in HSE within roads and infrastructure construction projects.

• Strong knowledge of UAE safety regulations and international HSE standards.

• Professional certifications such as:

  • NEBOSH IGC / NEBOSH Diploma

  • IOSH Managing Safely

  • OSHA Certification

• Experience in live road works, utilities, and infrastructure projects.

• Strong leadership, communication, and reporting skills.

• Ability to manage multiple construction sites and large workforces.

Preferred Skills

• Experience working with government infrastructure projects.
• Knowledge of ISO 45001 & ISO 14001 standards.
• Strong incident investigation and risk management skills.
