Job Description

Roles & Responsibilities

Reports to Deputy General Manager

  1. Job Purpose

To ensure implementation, monitoring, and compliance of Health, Safety, and Environmental (HSE) standards in manufacturing facilities, yard operations, and project sites, in accordance with Saudi regulations, Saudi Aramco standards and industry best practices.

2. Key Responsibilities

A. Regulatory & Compliance

  • Ensure compliance with: Saudi Aramco HSE standards and GI requirements, KSA laws, Civil defence regulations, ISO standards.

  • Maintain valid HSE permits, licenses and certifications.

  • Coordinate with auditors, clients and authorities during inspections.

B. Site & Yard Safety Management

  • Conduct regular safety inspections of:

    • Manufacturing facility

    • Material storage yards

    • Fabrication and welding areas

    • Painting and blasting zones

    • Project erection and dismantling sites

  • Ensure safe stacking, handling and storage of all materials.

  • Monitor housekeeping and safe access/egress in work areas.

C. Scaffolding Safety Compliance

  • Ensure scaffolding erection, tagging, modification, and dismantling comply with Saudi Aramco GI and CSM.

  • Verify scaffold tagging systems and inspection records.

  • Ensure scaffolding components meet quality and safety specifications.

  • Monitor use of approved scaffolding materials only.

D. Risk Assessment & Hazard Control

  • Conduct Job Safety Analysis (JSA) and Risk Assessments for:

    • Working at height

    • Lifting operations

    • Welding, grinding, and fabrication

    • Painting and blasting operations

    • Transportation and material handling

  • Develop mitigation measures and safe work procedures.

E. Training & Competency Development

  • Conduct HSE induction for employees, subcontractors, and visitors.

  • Deliver toolbox talks and safety awareness programs.

  • Ensure Scaffolding Erectors, WPRs, Inspectors and Supervisors are trained and certified.

  • Maintain training records and competency matrix.

F. Incident Investigation & Reporting

  • Investigate accidents, near misses and unsafe acts/conditions.

  • Prepare incident investigation reports with root cause analysis.

  • Implement corrective and preventive actions.

  • Maintain incident statistics and HSE performance reports.

G. Emergency Preparedness

  • Develop and implement emergency response plans.

  • Conduct emergency drills including:

    • Fire and evacuation

    • Working at height rescue

    • Medical emergencies

  • Ensure availability and maintenance of firefighting and first aid equipment.

H. Environmental Management

  • Monitor waste management and disposal practices.

  • Ensure compliance with environmental regulations.

  • Monitor dust, noise, and emissions control in fabrication and blasting operations.

  • Promote environmental awareness among employees.

I. Documentation & Reporting

  • Maintain HSE documentation including:

    • Risk assessments

    • Inspection reports

    • Training records

    • Incident reports

    • Safety statistics and KPIs

  • Submit weekly and monthly HSE reports to management and clients.

3. Authority

  • Stop unsafe work or activities posing immediate risk.

  • Recommend disciplinary action for safety violations.

  • Enforce compliance with company HSE policies and procedures.

Desired Candidate Profile

  1. Minimum Qualifications

  • Bachelor’s Degree in Safety, Engineering, or related field.

  • NEBOSH IGC (Mandatory).

  • Additional certifications such as IOSH, OSHA are preferred.

5. Experience Requirements

  • Minimum 5 years HSE experience in Scaffolding industry in KSA (With Saudi Aramco or major EPC contractors).

6. Required Skills & Competencies

  • Strong knowledge of scaffolding safety standards.

  • Risk assessment and incident investigation skills.

  • Good communication and training skills.

  • Ability to prepare HSE reports and documentation.

  • Fluent in English, and Urdu or Hindi (Reading, Writing and Speaking).

  • Knowledge of Arabic is preferred.

7. Working Conditions

  • Ability to work in fabrication yards, manufacturing shops and construction sites.

  • Ability to work at height inspection and outdoor conditions.
