Roles & Responsibilities
The Rig HSE Officer will be responsible for the implementation and maintenance of the health, safety, and environmental policies and procedures on the drilling rig. The position is responsible for promoting a safe work environment and ensuring compliance with all applicable regulations and company policies.
Desired Candidate Profile
Principal Accountabilities:
· Assist the HSE Lead in developing, rolling out, and revising HSE procedures and associated documents, records, and templates.
· Represent TESpire DMCC in ISO audits to achieve and maintain ISO certifications, ensuring QHSE procedures and documents comply with ISO 9001, 14001, and 45001 requirements.
· Act as TESpire DMCC's representative in environmental audits to ensure compliance.
· Conduct gap assessments, develop action plans, and monitor action close-outs to ensure compliance with CIM requirements.
· Serve as a key representative in CIM annual returns submissions and audits.
· Ensure best practices and legal requirements, including API, OSHA, EPA regulations, and other applicable state/local regulations, are incorporated into procedures and implemented on the ground.
· Conduct in-house HSE training sessions as per the training plan.
· Develop internal audit and inspection plans and associated checklists.
· Conduct monthly/quarterly internal HSE audits and assurances, as well as annual audits of contractors/sub-contractors.
· Perform HSE trend analysis of incidents, safety observations, actions, LLDs, etc., to predict and prevent future incidents.
· Promote a culture of safety awareness among all rig personnel, encouraging proactive identification and reporting of potential hazards.
· Implement and promote behavioral safety programs to encourage safe practices and attitudes among all personnel.
· Prepare and manage detailed reports and records related to rig safety, including incident reports, near-miss reports, training documentation, and compliance reports for regulatory bodies.
· Verify that all contractors adhere to the company's safety standards and procedures, providing necessary safety orientations and monitoring their activities on the rig.
· Develop and maintain emergency response plans and procedures, ensuring all personnel are trained and aware of their roles during an emergency.
· Conduct regular risk assessments and hazard identification to proactively address potential safety issues.
· Organize and conduct regular safety drills, including fire drills, evacuation drills, and spill response drills.
· Stay updated with the latest HSE regulations and ensure the rig's operations comply with all local, national, and international regulations.
· Lead investigations into serious incidents and near-misses, ensuring that lessons learned are communicated and implemented.
· Familiarize yourself with the Company Safety Policy and take all reasonable care to ensure the health and safety of yourself and others who may be affected by your actions or omissions, as required under the Health and Safety at Work regulations.
· Promote safe working practices and accident prevention in all areas under your authority, ensuring these practices are communicated to your team.
· Ensure that planned safety inspections are carried out on the installation in accordance with Company Policy.
· Follow up and close out remedial actions generated from incident investigations and audits.
· Ensure investigations are conducted for all accidents/incidents as required under Company Policies and standards.
· Ensure that all supervised tasks are adequately planned in advance, utilizing client pre-shift, Toolbox Talk/TRA, and communicated to those involved.
· Comply with the Company Waste Management system and other environmental risk assessments and relevant legislation.
· Ensure the rig complies with TESpire HSE Management Systems.
· Handle the paperwork for the Permit to Work (PTW) system in the absence of the Tool Pusher.
· Implement Corporate and Country-specific HSE policies.
· Implement the SO/SOC system and follow up on action items arising from SO/SOC.
As an Action Party, close out actions in a timely manner.
