What you will do

The role will have some of the following responsibilities:

  • Advise the HAS Manager and contribute to implementing the NRC Global HAS Management System at the country level. Provide information and analysis to the HAS Manager for preparing reports as required at the country level.

  • Prepare and develop status reports for the country level as required by management

  • Provide technical support in the recruitment of the HAS staff at the country office or area office levels.

  • Provide induction for the international staff arriving in the mission area new staff and visitors.

  • Provide to the HAS Manager with analysis and forecasting on key security and access developments NRC exposure, access challenges, and emerging threats for maintaining an up-to-date comprehensive understanding of the country s humanitarian context for informed decisions.

  • Contribute to the development and maintenance of country HAS documents, procedures, guidance, and tools, including strategy.

  • Provide proposals for the HAS budget at the Country Office level and advise HAS Manager and HAS Coordinator in Gaza and East Jerusalem / West Bank Area Offices, respectively, in line with organisational standards to ensure Minimum Operational Infrastructure Security Standards (MOISS) and Minimum Operational Security Standards (MOSS) compliance.

  • Contribute to overseeing and/or conducting Security Risk Assessments (SRAs) according to MOSS and access assessments, providing advisories to the HAS Manager, and developing and implementing relevant mitigation measures.

  • Provide HAS Manager with strategic advice based on changes to the context.

  • Supporting training and developing the NRC staff and partners capacity in access, safety, and security.

  • Provide advice and support in identifying the relevant external actors and developing an engagement strategy for increasing humanitarian access and protecting humanitarian space.

  • Work with the Area HAS team to consolidate inputs for the advocacy product, ensuring solid analysis and data collection for impactful messaging.

  • Support in implementation of the Safe and Inclusive Programming Minimum Standards across the area of work.

What you will bring

  • A minimum of 5 years of non-profit or NGO work experience within international humanitarian assistance programs.

  • Bachelor s degree in a relevant field.

  • Advanced knowledge in communications technology, including satellite communications, cell phone, etc.

  • High attention to detail and ability to neatly complete assigned paperwork

  • Previous experience within the region and/or area of operations is preferable.

  • Experience in working with civilian and military interlocutors.

  • Knowledge of Arabic and/or Hebrew is a plus Experience in risk management with implementing partners.

  • At least one-year professional experience in a high-risk context.

  • Good knowledge of city and general area in assigned location in Palestine, ability to read and interpret maps and operate Google maps or similar.

  • Able to structure his or her thoughts and make an accurate and complete summary of a situation, under time pressure.

  • Trouble shooting skill with electrical, radio and computer systems.
