Job Description
Roles & Responsibilities
Under the overall guidance of the Peace Building in Lebanon Project Manager, and close coordination with the NCMFD Coordinator consultant, the Finance Officer Consultant will perform the following functions:
Financial Management & Reporting
- Manage and oversee day-to-day financial operations, ensuring sustainable and compliant resource allocation.
- Develop a financial plan to track expenditure to contribute to financial strategy development and risk management.
Internal Controls, Audits & Compliance
- Coordinate with internal and external auditors; ensure timely audit preparation and follow-up.
- Maintain compliance with national accounting standards, donor requirements, and Commission regulations.
- Develop a financial report that includes expenditure breakdown, budget versus actual analysis, and project-specific financial data for the reporting period
- Establish and maintain strong internal control systems to safeguard assets and ensure financial accuracy
Resource Management & Coordination
- Monitor and manage cash flow to ensure liquidity and effective budget execution.
- Track donor contributions, grants, and expenditures to ensure alignment with budget and agreements.
- Coordinate with program and administration teams to align financial resources with operational needs.
- Maintain effective relationships with banks, financial service providers, and auditors.
- Provide training and guidance to internal teams with basic financial procedures and standards.
- Produce a financial report that includes a narrative summary, income and expenditure breakdown, budget versus actual analysis, and project-specific financial data for the reporting period
EXPECTED OUTPUTS AND DELIVERABLES
The consultant is expected to submit a monthly progress report undertaking the above tasks and activities under the TOR, noting that the total duration should not exceed 12-months period (number of working days should not exceed 11 working days per month part time)
Institutional arrangements
- With day-to-day management by the UNDP Project Manager, the Finance Officer, and close coordination with the National Commission for the Missing and forcibly disappeared Coordinator consultant
- UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely, thorough, and transparent manner. UNDP will be also responsible for providing clarifications and facilitation of the work.
- Day to Day transportation from home to office (& vice versa) shall be covered by the Consultant s own means.
Duration of work
The assigned duration for this consultancy is 12 months
- The mission is expected to commence on January 1st, 2026, and to be completed by the 31 of December 2026.
- The time needed to review/ comment/ approve deliverables and outputs is (5) five working days.
Duty station
The Finance Officer consultant will be based in the National Commission of the missing and forcibly disappeared offices in Furn El Chebbak, Beirut
Desired Candidate Profile
Education: Bachelor s degree in finance management and accounting, auditing or another relevant field.
Years of Experience: At least 4 years of experience in financial management, accounting, or a related field, preferably within the non-profit and UN agencies and public sector.
Other Assets
- Financial Communication: Ability to explain financial data clearly to non-finance colleagues and external stakeholders.
- Team Collaboration: Strong interpersonal skills to work closely with program, admin, and executive teams.
- Ability to work under pressure with team spirit.
- Displays sensitivity and adaptability.
Language: Fluency in Arabic and English required; French is an asset.

Background: Dealing with the Past is a process that works on promoting reconciliation, re-establishing dignity for victims as well as restoring peace and preventing conflict. While adopting a holistic approach to dealing with the past, it focuses on transforming conflicts by addressing both individual and structural levels in a society and encompasses all the undertakings that aim at transforming attitudes, beliefs, individual and societal values, relations, interests, as well as institutions and structures that perpetuate violence. The current developments in Lebanon mainly the increased national attention on the issue of the missing and forcibly disappeared, offer an opportunity to implement the mandate of the National Commission for the Missing and forcibly Disappeared (NCMFD) as indicated in Law 105/2018. In November 2018, the Lebanese parliament passed the long-awaited Law 105 on Missing and Forcibly Disappeared Persons in Lebanon, which sets the base for the establishment of an independent national commission to investigate the fate of the missing and forcibly disappeared. Since then, the Commission has faced significant challenges, including resource limitations and members resignations. Moreover, with substantial support from the Swiss FDFA and the ICRC, the commissioners developed the Strategic Plan of the National Commission for the Missing and Forcibly Disappeared in Lebanon . This strategic document articulates the commission s vision, mission, three-year work plan, goals, and expected outcomes. It serves as the foundational framework for guiding the commission s operations and achieving its mandate.
