Roles & Responsibilities

ECA's mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063. The mission will be guided by ECA's five new strategic directions which are: Advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solution to the continent; Developing macroeconomic and structural policy options to accelerate economic diversification and job creation; Designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; Contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; Advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues. The Sub-regional Office for North Africa of the ECA (ECA SRO-NA) is located in Rabat (Morocco), and serves seven member states: Algeria, Egypt, Libya, Mauritania, Morocco, Sudan, and Tunisia. The main objective to enhance the environment for accelerated and inclusive growth and sustainable development in North Africa through strengthened economic diversification, fiscal management, regional integration and a better recognition of migrant workers economic contributions. SRO-NA also focuses a significant share of its work on issues faced by middle-income countries. Its core functions are: Contributing to the development of evidence-based policies, strategies and reforms and provides technical assistance related to economic diversification, fiscal management and resilient and inclusive economies; Providing advisory services and hold sub-regional consultations on the mobilization of domestic resources and the implementation of the Agreement Establishing the African Continental Free Trade Area (AfCFTA), in partnership with ministries of trade and the African Union; Providing technical assistance and training for selected African countries on migration data collection and analysis and evidence-based policy formulation to mainstream and leverage migrants economic contributions, through data collection and analysis; and Conducting research on challenges facing middle income countries in North Africa, in particular those relating to development and climate finance, human capital and employment creation in North Africa, with a focus on strategic areas such as digitalization and the green economy in the context of sustainable development and poverty eradication. Background and rationale for support In this context, the ECA SRO-NA is implementing activities under the 16th tranche of the development account on Strengthening the link between migration and development in Africa . To support the management of this programme s operations, ECA SRO-NA is seeking a qualified Individual Contractor as a Program Associate. Scope and tasks of work Under the direct supervision of the Program Manager and the chief of the sub-regional initiatives section and the overall guidance of the Director of ECA SRO-NA, the Individual Contractor (Programme Associate) will be responsible for the following duties:

  • Provides full range of the programme management and implementation assistance at all phases, as requested by the manager;
  • Researches, compiles, analyses, summarizes, and presents basic information/data on the programme highlighting noteworthy issues/trends for consideration by the manager.
  • Works with the manager and other implementing SROs, divisions in ECA and UN agencies to prepare and implement joint activities,
  • Works with the manager in arranging the financing modalities; obtains requisite clearances; ensures establishment of proper monitoring systems through scheduled reporting, review meetings and missions.
  • Works with the manager to prepare the work programme and budget and monitor its implementation.
  • Participate and contribute to missions and workshops to implement activities in different beneficiary countries.
  • Ensures compliance with guidelines and programme objectives; identifies problems/issues, seek clarification from concerned departments and agencies, assess replies, and prepares a summary for the manager with suggestions for further action.
  • Serves as focal point for coordination, monitoring and expedition of implementation activities and participates in programme evaluation; monitor implementation at all stages to ensure financial commitments are proceeding according to established plans,
  • Liaises with the implementing units and agencies to initiate requests; prepares standard terms of reference against programme/project objectives, obtains necessary clearances, processes and follows up on administrative actions.
  • Provides secretariat services to the technical and steering committees, ad hoc tasks forces, drafts and circulates agenda notes to members/participants; assembles background documentation; drafts minutes of the meeting; monitors follow-up actions, etc.
  • Ensures the documentation aspects of the programme and prepare communication materials and tools to ensure better outreach.
  • Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of the proramme activities.
  • Performs other duties as assigned.

Desired Candidate Profile

The Individual Contractor (Programme Associate) will deliver and ensure: full range of the programme management assistance at all stages of the business cycle, and of reliable research support. Thorough understanding of the context of the programme and issues and independently handling a wide range of activities and follow-up action. Demonstrating initiative in the identification and resolution of a wide range of issues/problems, and effectively handling unforeseen situations. Establishing well organized internal databases and information management systems. Effectively and consistently applying the appropriate policies, guidelines and procedures. Effectively, and in a timely manner, liaising and interacting with colleagues and concerned parties internally and externally.
