Key Objectives

Key Accountabilities and Responsibilities:

Support operation and maintenance as SME for Crude Oil Custody Transfer Metering (Measurement) system, ensure Client Metering system compliance to Client Custody Transfer Protocol including but not limited to metering system calibration & verification, etc., deliver engineering solution for small modification or improvement or upgrade project and work closely with I&C maintenance for metering system troubleshooting support if needed. Develop program to improve metering system equipment reliability at Client field.

Shall be responsible for, but not limited to, the following:

• Serve as subject matter expert and champion for CLIENT crude oil metering systems especially Khrone Crude Oil Ultrasonic Metering System
• Client custody transfer protocol compliance stewardship
• Leadership in measurement related activities, troubleshooting efforts, root cause failure analyses and risk analysis
• Leadership in the development of measurement related maintenance programs including risk based maintenance planning, corrective work planning and execution, critical spares identification
• Oversee metering system calibration and verification activities schedule
• Interface and align with Client on measurement related activities. Written and oral communication with Client
• Train and mentor CLIENT engineers in the area of measurement
• Develop and update measurement related engineering tools, guides, and specifications/protocol as required
• Support inspection and testing activities at vendor shops and worksites
• Participate in measurement related risk assessments
• Support/lead periodic audit and/or timely closure of audit items
• Identify any obsolete metering system equipment and plan forward for upgrade
• Identify metering system required improvement to bring more reliable system
• Maintain metering system non-conformance tracking list
• Maintain and follow up on RCFA action items
• Interface with project team to provide input / lesson learn related to metering system during new project development
• Interface with operation readiness for new project will come to operation, ensure new project has been deliver as per standard, measurement equipment register and PM program has been update
• Responsible to provide technical support in procurement of metering system equipment/materials when required
• Responsible for coordination and communication with other disciplines, as metering system focal point
• Support ST Manager and Integrity, Reliability & Measurement Section Head in any special assignment
