UNICEF works in over 190 countries and territories to save children s lives, defend their rights, and help them fulfill their potential, from early childhood through adolescence.

Addressing these challenges requires coordinated, multi-sectoral engagement particularly with private sector actors including telecommunications providers, digital platforms, and internet service providers.

In this context, UNICEF Jordan is seeking an international consultant to support the development of a structured, child-rights-based framework for private sector engagement in child online protection. The consultancy will contribute to strengthening safer digital ecosystems by promoting safety-by-design approaches, corporate accountability, and responsible digital practices.

How can you make a difference?

The purpose of this consultancy is to strengthen private sector engagement in advancing child online protection in Jordan, in alignment with national priorities and UNICEF programmes.

The consultant will:

  • Develop a child-rights-based private sector engagement framework for Child Online Protection (COP)
  • Map key stakeholders across the digital ecosystem and analyze opportunities for collaboration
  • Facilitate consultations with children and young people to inform a child-led Call to Action
  • Produce practical guidance and tools to support private sector adoption of safer digital practices
  • Support high-level dialogue between government, private sector, and partners
  • Contribute to building a coherent, multi-stakeholder approach to online child safety

  • Deliverable 2: Draft Private Sector Engagement Framework
  • Deliverable 3: Consultation Report and Child-Led Call to Action
  • Deliverable 4: Final Engagement Framework

  • Deliverable 6: Final Consultancy Report

Desired Candidate Profile

Education:

  • Advanced university degree (Master s or higher) in public policy, ICT, law, child protection, digital governance, business, or a related field.

Work Experience:

  • Minimum 5 years of relevant professional experience in child protection, digital safety, corporate engagement, or governance
  • Proven experience working with governments, UN agencies, and private sector stakeholders
  • Strong expertise in digital governance, safer-by-design approaches, and corporate accountability
  • Demonstrated analytical, drafting, and facilitation skills

Language Requirements:

Fluency in English is required; knowledge of Arabic is highly desirable.
