Roles & Responsibilities

Under the direct supervision of our client International Programme Coordinator and in close coordination with Our client Country Representative, the International Youth Policies and Strategies Expert will lead and coordinate technical support to the formulation and operationalization of Libya s National Youth Strategy.

The Consultant will work in partnership with MoY, NESDB, the our client Country Office, and the Youth Working Group (YWG) to:

National Youth Strategy development and operationalization

Provide technical leadership to consolidate, refine, and finalize the National Youth Strategy, ensuring coherence, feasibility, and alignment with national planning frameworks and relevant evidence (including demographic and youth-related analyses). This will require analyzing existing legislation, the National Development Plan, and previous youth assessments and reports.

Facilitate inclusive consultations and coordination with government counterparts, national stakeholders, youth-led organizations and networks, and UN agencies (notably through the YWG).

Facilitate the development of a National Youth Strategy Operational Plan, including coordination structures, implementation modalities, and a costed budget framework.

Support validation and endorsement processes, including preparation of briefs, presentations, and technical documentation for decision-making milestones.

Provide capacity-strengthening sessions for the Ministry of Youth staff on the science of youth policy development, strategic planning, and youth programming.

UNFPA youth programming review and strategic advice:

Review our client Libya s current youth portfolio and implementation approach, identifying strengths, gaps, and programmatic opportunities. And to ensure full alignment with the newly developed National Youth Strategy.

Advise on scale-up options, partnership pathways, and priority areas for quick gains and high-visibility opportunities.

Develop a roadmap for scale-up options and partnership pathways, including a logical framework for priority areas that offer quick gains and high visibility.

Provide technical guidance to strengthen our client-supported youth initiatives, including relevant capacity development activities. (ex, Capacity Strengthening for implementing partners to ensure implementation of a youth program, training, and roll out the adolescent girls framework program in WGSS)

Advocacy, partnerships, and technical representation:

Support our client s technical representation on youth policy and programming in coordination fora, as requested.

Strengthen partnerships and help mobilize political and institutional support for youth policies and programmes particularly those contributing to healthy lifestyles, youth civic engagement, and improved adolescent health service access.

Methodology and Technical Approach:

The Consultant is expected to:

Submit an inception package outlining the methodology, workplan, stakeholder engagement approach, and key milestones.

Apply participatory and evidence-based approaches, ensuring the strategy and operational plan are implementable and aligned with national systems.

Facilitate and document validation processes for the operational plan and related implementation mechanisms.

Translate strategic priorities into SMART operational strategies, including sequencing, roles and responsibilities, and measurable indicators.

Desired Candidate Profile

Demonstrated experience working with government counterparts and coordinating multi-stakeholder processes (including youth participation and inter-agency coordination).Strong knowledge of youth policy frameworks and evidence-based programming (e.g., demographic dynamics, youth development approaches, and UN youth strategies).

Excellent analytical writing and communication skills in English and Arabic.

Familiarity with UN mandate and strategic directions is an asset.
