Job Description
Roles & Responsibilities
Providing advisory services and technical support in:
- Reviewing the responsibilities and activities of support administrative units.
- Developing functional structures and job descriptions.
- Recording organizational problems.
Responsibility
* Contributes to developing detailed work plans to complete tasks related to the field of work, directs
applicants to regularly review job requirements, the importance of training, and its relationship to
career paths and engages in discussions and listens to their opinions.
* Follows up on and prepares forms and questionnaires, and identifies and defines the terms and
concepts used in the forms. Use and implement guidelines according to the requirements of the job
after approval.
* Follows up on, collects data, conducts field surveys to analyze job duties and responsibilities, and
conducts on-site interviews.
* Follows up on and analyzes data collected on jobs and tasks, studies proposals for establishing job
chains, and adds, reduces, deletes, or merges certain jobs. Extracts results, proposes related solutions,
and presents them for discussion.
* Follows up on, studies, and analyzes job duties and responsibilities to determine the appropriate
financial and job grades, assigns them to general and qualitative groups, prepares job description forms,
reviews them, and compares them with actual work in accordance with the approved Job Description,
Classification, and Ranking Guide.
* Follows up on, prepares, and develops job description, classification, and ranking projects, taking into
account technological developments and their impact on jobs. He reviews and compares these projects
with actual work in accordance with the approved Job Description, Classification, and Ranking Guide,
and takes appropriate steps to approve them.
* Monitors and studies regulations, by laws, and issues related to civil service and human resources
systems, and their relationship to job descriptions, classifications, and classifications. He participates in
implementing the placement system for approved positions.
* Monitors and prepares studies and reports related to the field of work, developing work methods
using modern technologies, and ensuring that study mechanisms, foundations, results, and appropriate
recommendations are highlighted.
* Monitors the development of quality systems and standards in the field of work, and promotes the
application of occupational health and safety principles and requirements.
* Monitors work progress and ensures that lower-level positions acquire relevant skills.
- Specialized studies, guides, and organizational models in several fields, such as developing
organizational structures, developing functional structures, analyzing structures, monitoring
organizational problems, and proposing appropriate solutions and recommendations, based on
international best practices and supported by benchmark studies.
- Guidance manuals with models, templates, and tools in the field of administrative organization.
- Participating in the implementation of institutional and strategic projects and providing technical
advice and consultation.
Provides skills:
High analytical skills: The ability to analyze organizational situations and identify gaps.
Preparing studies and reports: Drafting comprehensive organizational reports and submitting
recommendations to senior management.
Consulting skills: Providing professional advice on organizational solutions.
Knowledge of government legislation and policies, particularly those related to administrative
organization in the State of Qatar.
Project Management: Planning, implementing, and monitoring institutional development projects.
Communication and Influence: The ability to present results and persuade decision-makers.
Proficiency in Arabic (excellent formal drafting) and English (reading, writing, and presentation).
Proficiency in using Microsoft Office programs, especially Excel, PowerPoint, and Visio, to prepare
organizational structures.
Areas of Expertise:
Preparing and reviewing organizational and functional structures in the government sector.
Developing government work policies and procedures.
Conducting organizational studies and addressing problems and structures of government agencies.
Participating in restructuring or institutional transformation projects.
Familiarity with government human resources systems and legislation regulating administrative work in
the country.
Desired Candidate Profile
Experience:
Number of years of experience: At least 10 years in the field of administrative organization or
institutional development
Bachelor/Master/PhD in a relevant administrative discipline, such as public administration, human
resources, organizational management, institutional development, public policy and government
administration, quality management, or strategic planning.
