Roles & Responsibilities

Role Overview

The Lead Electrical Engineer will represent the Owner at site and be responsible for managing, supervising, and coordinating all electrical engineering, construction, testing, pre-commissioning, commissioning, and handover activities for the Combined Cycle Power Plant project. The role ensures EPC contractor compliance with contractual obligations, approved specifications, Saudi regulations, safety standards, quality requirements, and project schedule milestones.

Your Job Functions (Duties & Responsibilities)

  • Lead the Owner electrical team at site and provide technical direction, supervision, and performance management.
  • Monitor EPC contractor and subcontractor performance for all electrical works and ensure compliance with contract scope, approved drawings, specifications, and procedures.
  • Oversee installation, testing, and commissioning of MV/LV systems, GIS/AIS or conventional substation interfaces, transformers, switchgear, MCCs, UPS, batteries, cables, grounding, lighting, and auxiliary electrical systems.
  • Lead all interface coordination related to the substation and grid connection with Saudi Electricity Company (SEC), National Grid, and other relevant authorities/stakeholders.
  • Review technical submittals, shop drawings, method statements, ITPs, energization procedures, switching plans, and commissioning documentation.
  • Track project progress for cable pulling, terminations, testing, energization readiness, and commissioning milestones; identify delays and drive recovery actions.
  • Witness FAT/SAT, inspection activities, pre-commissioning tests, energization, synchronization support, reliability run support, and final acceptance tests.
  • Ensure timely permits, access approvals, outage requests, and operational coordination associated with substation and utility interfaces.
  • Manage punch list closeout, system turnover dossiers, as-built documentation, and final handover to Operations.
  • Coordinate with Mechanical, Civil, I&C, HSE, Quality, OEM vendors, and Commissioning teams to resolve interfaces and maintain schedule.
  • Prepare regular management reports covering progress, risks, critical issues, manpower performance, and mitigation actions.
  • Promote a strong safety culture in line with Saudi regulations and project HSE requirements.

Desired Candidate Profile

Location: Qassim, Saudi Arabia

Reports to: Construction Manager

  • Bachelor s Degree in Electrical Engineering from a recognized university.
  • Minimum 10 15 years of relevant experience in power generation, utilities, or industrial

mega projects.

  • Minimum 5 years in Combined Cycle Power Plant projects or similar large power projects.
  • Previous Owner-side, EPC, or PMC experience in Saudi Arabia or GCC is highly preferred.
  • Saudi Council of Engineers registration or eligibility is preferred.
  • Fluent English required; Arabic is an advantage.
  • Strong technical knowledge of MV/LV systems, transformers, switchgear, substations, protection systems, and plant electrical distribution.
  • Good understanding of SEC / National Grid interface requirements and utility coordination processes.
  • Strong leadership presence with ability to control EPC contractor performance professionally.
  • Excellent planning, progress monitoring, schedule recovery, and reporting capability.
  • Strong problem-solving and decision-making skills under site pressure.
  • Excellent communication and stakeholder management skills.
  • High commitment to safety, quality, and project delivery.
