Job Description
Roles & Responsibilities
Key Responsibilities:
1. Strategic HSE Management & Leadership (Manager Role):
HSE Management System Development: Develop, implement, and maintain a comprehensive Project HSE Plan aligned with international standards (ISO 45001, ISO 14001) and local regulations.
Policy Formulation: Formulate site-specific safety policies and procedures tailored to the complexity of Civil and MEP activities.
Budgeting & Resourcing: Manage the HSE department budget, ensuring adequate resources (personnel, PPE, safety equipment) are allocated for effective safety management.
Stakeholder Management: Act as the primary point of contact for clients, consultants, and government regulatory bodies regarding all HSE matters; represent the company in external audits and safety forums.
Reporting: Present detailed monthly HSE performance reports to senior management, analyzing trends, high-risk activities, and areas for improvement.
2. Operational Site Supervision & Enforcement (Officer Role):
Site Inspections: Conduct daily site walks and inspections to identify unsafe conditions, acts, and hazards in both Civil (excavation, formwork, scaffolding) and MEP (electrical installations, hot works, HVAC) areas.
Permit to Work (PTW): Oversee and personally authorize high-risk Permits to Work (e.g., Confined Space Entry, Hot Work, Working at Heights, Lifting Operations) ensuring all control measures are in place before work commences.
Toolbox Talks: Lead and conduct daily Toolbox Talks and weekly safety awareness sessions for workforce and supervisors, ensuring topics are relevant to ongoing activities.
Hazard Identification: Perform continuous Job Hazard Analysis (JHA) and Risk Assessments (RAs) for new construction activities before they begin.
3. Civil & MEP Technical Safety Expertise:
Civil Works Safety: Enforce safety protocols for heavy machinery operation, deep excavation, shoring, tower cranes, concrete pouring, and working at heights.
MEP Safety: Oversee safety specific to MEP trades, including electrical lockout/tagout (LOTO), testing and commissioning safety, welding/cutting (hot work), chemical handling for chilled water/pipe treatment, and duct installation at heights.
Interface Management: Manage the safety interfaces between Civil and MEP contractors to prevent accidents during concurrent operations.
4. Incident Management & Emergency Response:
Incident Investigation: Lead the root-cause analysis of any accidents, near-misses, or unsafe conditions using techniques like the "5 Whys" or Fishbone diagrams; implement corrective actions to prevent recurrence.
Emergency Preparedness: Develop and execute emergency response plans (Fire, Medical, Evacuation); conduct regular mock drills and ensure the readiness of emergency response teams.
First Aid & Welfare: Ensure site medical facilities and first aid provisions are fully operational and compliant with legal requirements.
5. Training, Auditing & Compliance:
Training Coordination: Identify training needs, coordinate with external providers for specialized certifications (e.g., Scaffolding inspection, Forklift driving), and maintain training records for all personnel.
Internal Audits: Schedule and conduct internal HSE audits to verify compliance with the Project HSE Plan and client requirements.
Regulatory Compliance: Ensure strict adherence to local labor laws and government safety regulations (e.g., Ministry of Labor/OSH regulations).
Desired Candidate Profile
Education:
Bachelor’s Degree in Engineering (Civil, Mechanical, Electrical, or Industrial Engineering) is Mandatory.
Certifications:
NEBOSH IGC (International General Certificate) is mandatory.
NEBOSH Diploma (or equivalent) is highly preferred.
ISO 45001 Lead Auditor certification is preferred.
Certified Safety Professional (CSP) or IOSH Membership is an added advantage.
Experience:
Minimum 15+ years of experience in HSE management within the Construction industry.
Proven track record in managing safety for large-scale projects involving both Civil and MEP works.
Experience in the Gulf region (preferably Qatar) is highly desirable.
Skills:
Deep Technical Knowledge: Must understand the technical safety requirements of heavy Civil construction and complex MEP systems.
Leadership: Strong ability to lead a team and influence contractor management to prioritize safety.
Communication: Excellent command of written and spoken English; ability to write clear reports and incident investigations.
Auditing: Proficient in conducting safety audits and inspections.
IT Skills: Proficient in MS Office and safety management software.
