Job Description

Roles & Responsibilities

  1. Project bidding stage works: Review of Tender documents of new bidding project, come up with technical requirement breakdown, technical risk analysis, technical clarification/deviation with client, scope of work and terminal points, technical bidding criteria and assumptions, etc; Participant in the bidding Design Institute (DI) selection,
  2. project site visit; Coordinate with DI to prepare the Request for Quotation (RFQ), review OEM and Vendors’ technical proposal and Scope of Works (DOR); pre-bid & post-bid
  3. clarification with Client; Review equipment sizing, BOQ, performance guarantees prepared by DI, resolving the major technical issues, comparison and optimization of process equipment/system sizing & design;
  4. Organize internal pre-bidding review meeting; Review and finalize the technical bidding proposal. Draft the bidding experience summary after complete each project bidding works.
  5. Project execution stage: Review EPC Contract Technical Documents and participant in the EPC Contract negotiation; Supporting at least 2-3 items of engineering optimization design planning and implementation to get cost efficiency for each projects;
  6. Responsible for the preparation, review of the project milestone schedule and engineering schedule related to Mechanical part;
  7. Responsible to develop and monitor the Engineering schedule implementing and recovery measures if any deviation come out.
  8. Review the basic design and design documents from DI, based on that, raise at least 2-3 items of potential technical risks/operation risks can be early identified for each projects.
  9. Possess the capacity to Preparation of Equipment purchasing technical RFP based on EPC contract requirement, review Bidder’s proposal and necessary clarification, preparation of Technical Bid Evaluation Report;
  10. Coordinate with Vendor for equipment design and inputs, review Vendor’s design documents;
  11. Organize or Participate in various meeting with O/OE, DI, Vendor, etc.;
  12. Optimization design control, update the design BOQ regularly and analysis the difference for the cost control;
  13. Coordinate with O/OE, DI, & Vendors for timely approval of design documents.
  14. Coordinate with each parties to resolve the engineering design issues; Preparation of lesson learn, engineering design and cost control summary, etc.

Desired Candidate Profile

  1. Technical innovation guide/resolution decision to support the Process engineering of the Combined Cycle Power Plant (CCPP), SWRO Desalination Plant, Sewage Treatment Plant (STP), LNG, Geothermal Power, Waste to Energy, District Cooling Plant (DCP) and in particular for the optimization of the technical solutions implemented.
  2. Well-versed with Proposal Engineering, Basic & Detailed Engineering of CCPP and Desalination Plant.
  3. Be familiar with Construction & Commissioning in above mentioned type of plant.
  4. Provides technical expertise and engineering management support to various Project mechanical/process engineers.
  5. Extensive engineering management and project schedule governance experience.
