Job Description

Roles & Responsibilities

Responsible for overseeing all procurement and sourcing activities for civil and infrastructure projects, ensuring cost efficiency, compliance with project requirements, and timely delivery of materials and services.

Lead and manage the procurement process for civil and infrastructure-related materials, equipment, and subcontracted services.

  • Develop, review, and implement procurement strategies in line with project timelines, budgets, and company policies.

  • Evaluate technical and commercial aspects of vendor quotations to ensure compliance with project specifications and quality standards.

  • Establish and maintain relationships with local and international suppliers, negotiating favorable terms and contracts.

  • Review and approve procurement schedules, purchase requisitions, RFQs, bid evaluations, and purchase orders.

  • Coordinate with engineering, project management, and construction teams to ensure timely material availability.

  • Monitor supplier performance, delivery timelines, and resolve any procurement-related issues.

  • Ensure compliance with company policies, project specifications, and applicable laws/regulations (including ADNOC/Transco/Utility standards, if applicable).

  • Mentor and guide junior procurement staff, ensuring best practices and continuous improvement in procurement processes.

  • Prepare regular procurement reports, cost analyses, and risk assessments for management.

Desired Candidate Profile

  • Bachelor’s Degree in Electrical Engineering or a related field (Master’s preferred).

  • Minimum 10–12 years of experience in procurement, with at least 7 years in the UAE/GCC.

  • Proven track record in procurement management for civil, infrastructure, or utilities projects (experience with water, power, or substation projects an advantage).

  • Strong knowledge of procurement regulations, vendor management, and contract law in the UAE.

  • Excellent negotiation, communication, and leadership skills.

  • Proficiency in ERP systems and MS Office (knowledge of SAP/Oracle is an advantage).

  • Ability to work under pressure, manage multiple priorities, and deliver within strict deadlines.
