Project Overview

Nicholas O Dwyer is providing Technical Assistance and Supervision services for a key water and wastewater infrastructure projects across the Gaziantep, Ad yaman, and Kilis provinces in Turkey. The programme includes the design, construction supervision, and operational planning of drinking water and wastewater treatment plants, pumping stations, and network rehabilitation. The work places a strong emphasis on sustainability, institutional capacity building, and resilience.

About the Role

Nicholas O'Dwyer is seeking a Lead Quantity Surveyor Regional Lead to oversee contract administration, cost control, and financial reporting for water and wastewater infrastructure projects across Gaziantep, Ad yaman, and Kilis. This role will lead regional QS teams and ensure consistent application of cost management processes under FIDIC conditions.

Main Duties and Responsibilities

  • As the Lead Quantity Surveyor Regional Lead, working in collaboration as part of a larger team is essential for this role.
  • Will hold overall responsibility for overseeing quantity surveying activities across multiple project sites in the region.
  • Take ownership and lead on tender evaluation, cost estimation, contract variation, and interim/final payment processing.
  • Responsible for supervising and guiding project-based quantity surveyors in applying cost control procedures.
  • Support with cost forecasting, claims assessment, value engineering, and risk management across the region.
  • Responsibility to maintain regular updates and communicate financial status, both internally and externally with the client.
  • Responsible for supporting and guiding junior staff across regional QS teams.
  • Maintaining a culture of continuous improvements across all aspects of the working environment and projects.
  • To ensure maximum flexibility and to reflect the Company's evolving needs, additional tasks and responsibilities will form part of this role as it evolves.

Knowledge, Skills and Experience Required

  • A 3rd level degree in Quantity Surveying, Construction Economics, or a related discipline is required.
  • Minimum of 8 years' professional experience and 3 years in cost management and quantity surveying for Water or Wastewater infrastructure projects.
  • Strong experience in FIDIC contract administration, variation analysis, and dispute resolution
  • Experience in EU or other international funded projects.
  • Proven leadership skills in managing regional QS teams and liaising with contractors, engineers, and clients.
  • Strong knowledge of industry-standard cost estimation tools and financial reporting practices.
  • Proven ability and interest to support and develop quantity surveying teams in a multi-site environment.
  • Competent in office packages, Microsoft, excel PowerPoint etc.
  • Good time management skills, with the ability to prioritise work and manage many tasks concurrently.
  • Excellent clear and concise communication skills and the ability to work as part of a multi-disciplinary and multi-cultural team.
