Roles & Responsibilities

Qualifications and Experience:

With a Degree:

Grade 7: Bachelor's Degree or Equivalent with Minimum 4 years of job-related experience

Preferred:

Post Graduate in Business, Aviation and or Occupational Safety related field will be an advantage

Training Certifications courses preferred on Aerodrome Safety Management courses and other ICAO/ACI/IATA safety training courses.

Training in aviation related courses.

Experience in an aviation industry preferably the airport.

Proven experience of demonstrating flexibility to meet the changing demands of the business.

Techniques and Safety Auditing.

Experience in aerodrome certification and the interaction with civil aviation authorities.

Experience in the investigation of aviation accidents and safety occurrence in the aviation sector.

Aeronautical Radio Operator Certificate.

Job Specific Skills:

Demonstrate comprehensive knowledge of Airfield and Safety procedures on Risk Management and Accident Investigation.

Proven training design and delivery skills at management level.

Experience of working within a multicultural environment.

Computer literate with a thorough knowledge on MS office applications.

Comprehensive knowledge on Safety Management Systems in the aviation industry.

ICAO standards and recommended practices (SARPS) on airport operations and safety.

CAA regulations.

Comprehensive knowledge of Risk Management Techniques.

Comprehensive knowledge of Human Factors in Aviation.

Comprehensive knowledge of airport operations and safety regulations and procedures.

Good knowledge of airline ramp operations, policies and procedures, and cargo restricted articles.

Ability to understand and interpret ordinances, laws and operating procedures.

Fluent in English both written and oral.

Ability to coordinate emergency situations and to respond appropriately.

Possess strong team player skills, problem-solving skills.

Knowledge in aircraft technology, navigation and meteorology.

Operational

Actively participating in the HIA Management, Airport Safety Compliance inspection and audit program and act as the lead inspector or auditor. Perform investigation of accidents and the analysis of findings to identify trends and or failing control measures to enable countermeasures and or improvement plans to be designed and implemented.

Responsible for production of various safety related management reports and presentations relating airport safety matters and or other subjects relating to Safety Assurance and Training.

Develop, administer, and promote an occurrence-reporting scheme for accidents, incidents, and safety relevant occurrences.

Participate and where required lead on the identification, evaluation and control of workplace hazards; to ensure all hazards with significant risks, are eliminated or the risk reduced to an acceptable level.

Preparation and follow-up of Safety Committee and subgroup meeting presentations, facts, reports, and statistical information.

Assist the Team with the review and update the Aerodrome Manual, the HIA Safety Management Manual and other aerodrome licensing related documentation.

Design, conduct or facilitate airport wide safety promotion campaigns and safety programs which create and promote a safety culture, positive safety attitudes and communicate safety lessons learned from accidents and incidents, through production of newsletters, brochures and other recognized communication means.

Assist with department interaction with the QCAA Aerodrome Inspector on matters of aerodrome certification and facilitate aerodrome safety oversight inspections.

Monitor Safety Training to identify the training needs and fill the gaps; by the production of appropriate safety training for HIA employees of all grades, this training will include but not be limited to:

Safety Induction

General Safety Awareness

Airside Safety Awareness

Introduction to Safety Management Systems

Accident investigation

Design and deliver Mandatory Airside Driver training, retraining and qualifying tests for all airport drivers required to drive airside, regardless of company or department.

Lead and or participate department safety promotion campaigns/Promotional activities.

In the event of an Airport crisis, perform functions described within the Aerodrome Emergency Plan.

Design, compile, and maintain a system of Safety records relating to the department key activities; that is comprehensive and facilitates ease of access for department members and or for audit purposes.

Perform other department duties related to his/her position as directed by the Head of the Department.

Management & Leadership

Establish the department or teams' objectives and priorities to align with and support business objectives.

Regularly evaluate the department or teams' objectives, plans, procedures and practices, and makes appropriate changes if needed.

Oversee and supervise employees. Direct daily activities, recruit, train, develop and discipline to ensure a high standard of service delivery.

Train and develop other employees, to ensure succession planning is in place.

Safety

Responsible to ensure that employees at all levels understand work health and safety requirements and expectations through provision of relevant QR Group induction, information, instruction, training and supervision.

Ensure compliance to all relevant safety, security, quality and environmental management policies, procedures and controls across the operation to assure employee safety, security, legislative compliance and delivery of high-quality service with a responsible environmental attitude.

Ensure that all managers and supervisors understand work health and safety requirements and expectations to the extent that they can pass on relevant information, identify training needs and provide appropriate supervision
