Job Description
Roles & Responsibilities
1) Development and strengthening of the logistical capacities and skills of the programs
- Contribute to the development and deployment of logistics standards including LINK
- Acts as a coach for logistics managers and supports programs in resolving problems.
- Facilitating regular training sessions (Headquarters and programs) through the management of a community of practice
- to assess whether the skills required of logistics managers meet expectations.
- Contribute to the dissemination of donor compliance rules (under the authority of the DFI)
- Contribute to the recruitment of logistics managers
2) Strategy and management
- Support the Regional/Country Logistics Manager (RLM/CLM) in monitoring the logistics risk mapping of the countries in their portfolio and assist them in developing corrective and mitigation action plans.
- To carry out logistical diagnostic missions when necessary, which may lead to alerts.
- Support and advise the RLM/CLM in the development of the Logistics Strategy, the Operational Strategy, the related logistics action plans by program, and the associated indicators (ensures the relevance of the indicators put in place)
- Based on the program's logistics dashboard (indicators from the Operational Strategy and indicators common to all programs), identify any deviations and discrepancies from the set objectives. Analyze the data contained in the tools and support the RLM/CLM in identifying and managing corrective actions and communicate the results to the Program Director (N+1).
3) Compliance monitoring and program optimization (control round)
- Collect key performance indicators and provide analyses to programs and geographical management.
- Analyze the logistical risks of the programs (fraud, theft/embezzlement, corruption, non-compliance, favoritism, accidents)
- Alert the Logistics Director or other relevant departments in case of discrepancies and recommend corrective measures.
- Ensure follow-up on the logistics department's action plan.
- Ensure an adequate control mechanism for supply management programs
- Conduct regular audits/logistics quality checks on programs and in case of identified problems.
- Ensure supplier screening
- Is in charge of monitoring and processing alerts "logistics fraud, diversion and material theft" within his area of intervention as a business reference.
4) Standards and Accountability
- Participate in the instruction and production of logistics frameworks and, if necessary, their revision.
- May be responsible for the deployment and contextualization of logistics projects within their scope based on the framework provided by the logistics director, lead the deployment with the RLM/CLM on the program and ensure follow-up and adherence to established schedules.
- Advise the RLM/CLM on the program's organizational chart and team composition in relation to HI's organizational standards (professional streams, classification, organizational principles)

Desired Candidate Profile
You have at least 2 years of experience in a logistics coordination/management or similar role in the field of emergency or post-emergency aid;
You have experience in emergency situations
You have experience in developing humanitarian intervention strategies
You are able to work remotely, including with regard to capacity building and deployment;
You have excellent interpersonal skills, are organized, and a good teacher.
You have a perfect command of French and English.
