Job Description
Roles & Responsibilities
Reports to the TLSF Manager. Responsible for the full spectrum of maintenance operations; oversees Go/No-Go Testing of all government furnished equipment retrograded from the forward deployed sites for redistribution. Manages refurbishment programs for deep cleaning, upgrade, repair and configuration of IGX and other electronic systems. Directs and supervises Maintenance Support Teams (MST) supporting communication towers, telephony switching systems, and other communication systems. Manage field and sustainment maintenance to all strategic communications systems under the command of the 160th Signal Brigade, its subordinate units and the RCC. Monitors production for compliance with scheduling directives, cost factors, and standards. Develops performance standards, conducts employee counseling,and makes suggestions for formal and informal performance appraisals. Manages the calibration of Government Furnished Property (GFP) test equipment assigned to the Program. Directs, controls, and supervises antenna and tower maintenance in their respective countries, or areas they may be deployed too. Plans and coordinates scheduled maintenance visits for antenna/towers as required. Responsible for providing trip reports to the TLSF Manager as work is performed and completed. Performs a variety of duties pertaining to the operation, maintenance and repair of antennas and associated mounting hardware, tower systems, waveguide, lighting equipment and grounding systems. Will be responsible for accountability of Government Furnished Property (GFP) in their possession or under their control. Program: OMDAC-SWACA

Responsibilities
- Provides guidance and mentoring to personnel assigned to the section.
- Processes Purchase Requests required to support daily maintenance operations.
- Reviews receipt, control and processing of work orders. Collects and analyzes data necessary to manage resources. Monitors material stock level to support maintenance activities.
- Advises the Program Management of the status of work orders and scheduling of maintenance schedule. May be required to prepare and present briefs onbr> maintenance-related activities.
- Maintains situational awareness of logistics and maintenance activities at all operational sites, including the status of any operational, maintenance, and resource issues, including the glide path for the resolution Performs other duties and assignments as assigned of any of these issues.
- Manages and monitors the Test, Measurement and Diagnostic Equipment (TMDE) Repair and Calibration program.
- Ensures obligations are being fulfilled as per the Performance Work Statement (PWS).
- Monitors staffing levels and creates projections to ensure proper manning is maintained in all situations; to include adequate coverage during vacation/holiday periods and for replacement of personnel who are projected to depart.
- Provides direct communication and coordination with associated military counterparts (such as Brigade S-4 and S-3) to facilitate mission support.
- Establishes rapport and effectively maintains liaison and coordination between the working elements of the department, management, customers and staff.
- Helps develop best/alternative solutions to maintain smooth operations. Will work with and in conjunction with other departmental sections to accomplish all required taskings.
- Supervises and directs the Antenna Maintenance Support Team (AMST) in the performance of on-site and off-site routine and emergency maintenance support on towers, antennas, transmission lines and associated equipment. Perform quality assurance/quality control inspections on work performed.
- Performs organizational level repair maintenance through off-site general Support maintenance of support equipment including disassembly, testing, fault isolation and piece part replacement. Also performs technical inspections to determine maintenance requirements and approximate repair costs.
- Coordinates with sites and Operations and Maintenance staff in scheduled/unscheduled maintenance to ensure maximum system availability is maintained.
- Conducts, attends, and prepares for meetings and briefings as required.
- Supervisory / Budgetary Responsibilities:
- Directs and supervises employees assigned to Maintenance Support Team (MST)
- Processes Purchase Requests to support daily maintenance missions.
Desired Candidate Profile
Qualifications
- Ability to obtain a National Agency Check with Inquires (NACI) in order to obtain a Common Access Card (CAC)
- Education / Certifications: One-year related experience may be substituted for one year of education if a degree is required.
- High School diploma or GED required.
- Cardiopulmonary Resuscitation (CPR) Training & Certification (Provided by the contract once hired.)
- Tower training: Tower Safety & Rescue; Height & Harness Safety Course or equivalent
- Requires a training certificate which meets one of the following requirements:
- OSHA 1910 (Fall Protection Requirements)
- OSHA 1926 (Fall Protection Requirements)
- ANSI/ASSE Z359
- Experience:
- One year of related academic study above the high school level may be substituted for one year of experience up to a maximum of a 4-year bachelor's degree for three years general experience.
- Experience with a customer service-oriented company.
- 3-5 years of supervisory experience preferred. Must have knowledge and comply with OSHA 29 CFR Standard for all tower and antenna work. Must have the ability to comprehend and interpret complex technical data. Must have familiarity with logistical, maintenance, and purchasing operations.
- Must be familiar with maintenance operations, transportation, logistical, supply and services, military operations.
- Experience with a customer service-oriented company.
- Material & Equipment Directly Used:
- Desktop and laptop Computers
- Microsoft Word, Excel and Outlook.
- Tower safety climbing equipment
- Personal Protective Equipment (PPE): Includes hard hats, proper climbing boots, gloves, protective eyeglasses, etc.
- The work environment will be 95% outdoors and 5% indoors when conducting antenna maintenance operations.
- The outdoor work environment may exceed temperatures 100 F. Candidate must be able to physically withstand extreme heat.
- Employee will travel throughout the Area of Responsibility via means approved by the customer and the company.
- Environmental Factors:
- Willing to work outdoors and be exposed to all types of weather (extreme hot and cold).
- The applicant must have the training and be physically capable of climbing towers in excess of 500 feet.
- While performing the duties of this job, the employee is regularly required to sit; stand; walk; use hands and fingers to feel and handle; reach with arms and hands; talk and hear. The employee is occasionally required to stoop, kneel, and crouch; lift weight of exerting a force up to a maximum of 50 pounds.
- General tower safety knowledge and ability to always utilize 100% tie off techniques
- Working environment when not performing antenna maintenance:
- 70% office
- 10% outside
- 20% travel
- The environment exposes you to moderate noise levels due to cooling and other equipment.
- The outdoor work environment may exceed temperatures 100 F. Candidate must be able to physically withstand extreme heat.
- Must be capable of lifting, pushing, and pulling items weighing up to 50 lbs.
- Must be capable of wearing Personal Protective Equipment (helmet and plated vest) which can weigh 25 to 40lbs, for extended periods of time.
