Job Description
Roles & Responsibilities
Defining, coordinating and monitoring the human, material and organizational means of the activities in the hospital according to IMC protocols, procedures and project objectives, the specificity of the targeted population and the availability of resources in order to guarantee the security, continuity and quality medical care for patients and their communities as well as to improve the health condition of the target population.

MAIN TASKS AND RESPONSIBILITIES
Administrative Management
- Defining, planning and organizing the setup, sizing and budget for the hospital to efficiently maintain the continuity of healthcare quality, ensuring inter-departmental coordination with medical team managers and all hospital related activities. Coordinating and supervising, together with the medical services and team supervisors, the full deployment of activities and functions, to grant quality levels and a smooth delivery of medical services.
- Establishing processes to ensure all administrative procedures regarding the hospital are followed; including the proper and efficient use of hospital documents (i.e. discharge paper, transfer paper, etc.)
- In coordination with the Medical Director and the HR department, ensuring appropriate organization structure for all departments in the hospital and application and implementation of IMC s HR policies and practices.
- In collaboration with the HR department, implementing the IMC health policy to ensure hospital staff s safety, providing all prophylactic and preventive measures and emergency plans.
- In close collaboration with the HR Coordinator, planning and supervising the human resources processes (recruitment, training, performance evaluation, detection of potential, development and communication) of the medical departments/services of the hospital to ensure both the appropriate sizing and the amount of knowledge required, and to improve people capabilities, contribution and active participation.
- In close collaboration with the finance and programs departments, supervising the medical budget plan and budget approval, to early detect potential deviations, reporting them to the line managers, and proposing appropriate alternatives.
Quality of Care
- In close collaboration with the medical departments of the hospital, coordinating and supervising the implementation of the healthcare protocols, procedures and standards, assessing the different departments as well as providing technical support for medical doctors, to ensure the quality of medical activities in the health structure and that protocols, security and asepsis rules are followed by the medical personnel.
- Strengthening quality of care mechanisms in the hospital including regular clinical audits, hygiene audits, morbidity and mortality reviews, near-miss reviews and other systems meant to enhance patient care.
- In collaboration with the Pharmacy manager and Medical Director, ensuring availability of all necessary supplies and materials for patient care.
Statistics and Reporting
- Gathering relevant data and statistics of the different wards in the hospital, and participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc)
- Developing incident reports as and when required.
Representation
- Representing IMC on external forums including Health cluster, trauma working group etc.
Other
- In coordination with the Medical Director and the Mission lead, evaluating on a regular basis the pertinence and interaction of the hospital in its context, in view of the continuous analysis of the environment
- Ensuring, in cooperation with the logistics manager, that all hospital staff have the material and technical logistics support needed to ensure the quality of medical activities planned. In collaboration with the pharmacist and/or the logistics manager, ensure efficient use, availability and good storage conditions of drugs and medical equipment for nursing and medical activities.

Desired Candidate Profile
Typically, a medical degree (Primary care physician) with a valid license to practice and be board certified or equivalent (board eligible). Master s in public health preferable. An equivalent combination of relevant education and experience may be substituted as appropriate.
Typically, 6+ years of relevant Post Graduate medical experience, that should include developing country experience or in low-resource settings.
Experience in overseas programs relating to primary health care, maternal and child health, OB/GYN, HIV/AIDS, and communicable diseases preferably
Previous NGO experience preferable; prior experience with IMC is a plus.
Knowledge of healthcare regulations, accreditation standards, and hospital operations.
Experience in budgeting, financial analysis, and resource management.
Excellent organizational skills and ability to handle multiple tasks in a dynamic, high-pressure environment.
Strong leadership and team management skills.
Proven ability to identify complex problems and develop effective solutions to address operational challenges.
Experience in optimizing processes to improve efficiency, reduce costs, and enhance patient care outcomes.
Excellent communications skills, both oral and written.
Excellent self-motivation skills.
Ability to exercise sound judgment and excellent decision-making skills.
Extremely flexible, and can cope with stressful situations
