Roles & Responsibilities

Job purpose
We are seeking a highly skilled and experienced Legal Manager to oversee contracting and procurement activities within our company. The successful candidate will be responsible for providing legal support and guidance on all matters related to contracts, procurement, and compliance, ensuring that all activities are conducted in accordance with applicable laws and regulations. The Legal Manager will also provide the necessary legal advice with regard to the asset management (EPSA, JOA, GSA, WP&B ETC.).
The Legal Manager will act in accordance with the OQEP s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani s government & other legal justification s, and best international practices in consonance with national objectives.
Main tasks and responsibilities
• Contract and Procurement:
• Draft, review, and negotiate a wide range of contracts, including supply agreements, service contracts, and procurement agreements.
• Provide legal advice and support to the procurement team on all aspects of the procurement process, including tendering, supplier selection, and contract management.
• Develop and implement standard contract templates and procurement policies to streamline processes and ensure consistency.
• Legal Advisory and Compliance
Provide expert legal advice to OQEP jurisdictions, ensuring effective implementation and compliance with local and international laws by coordinating with external legal firms.
• Legal Function Management
Oversee operated assets legal functions across diverse business units, ensuring alignment with complex regulatory requirements, and offering tailored solutions to meet business and customer needs.
• External Counsel Oversight
Manage relationships with external counsel, reviewing performance and ensuring legal services are aligned with OQEP's needs. Conduct regular assessments of law firms engaged by OQEP.
• Claims and Disputes
Manage disputes and litigation related to contracts and procurement activities, working closely with external legal counsel as needed
• Legal and Regulatory Coordination
Collaborate with financial and technical advisors to address legal and regulatory matters concerning operated assets, ensuring seamless integration of multidisciplinary advice.
• Contract Management
Ensure the timely and compliant execution of contracts for OQEP-operated assets, maintaining proper custody and cataloguing of all legal documents.
• Regulatory and Environmental Compliance
• Ensure compliance with all relevant laws, regulations, and company policies related to contracting and procurement activities.
• Advise on compliance with OQEP s contractual obligations, regulatory frameworks, and environmental laws to mitigate legal risks and ensure full adherence to all legal requirements.
• Policy Development and Implementation
Lead the development and execution of legal policies, systems, and procedures for OQEP, ensuring that the organization meets procedural and legislative standards while delivering cost-effective legal services.
• Strategic Legal Planning
Identify and shape the strategic legal objectives for OQEP by analysing the legal, economic, and technological landscape, assessing the organization's strengths, weaknesses, opportunities, and threats, and prioritizing opportunities for long-term success.
• Team Management
Lead, oversee and develop the legal team, providing mentorship, training, and performance feedback to ensure continuous professional growth and a high level of team performance.
Key interactions
Internal: Assurance, Finance, PTC, the assigned OQEP s businesses and functions across all relevant jurisdictions
External: Specialized Consultants, Vendors & Suppliers, Co-venturers and Ministry of Energy and Minerals.
Notable Working Conditions. Office environment, intensive computer screen use, sporadic visits to operation site.
Education requirements
Minimum qualification required is a college graduate degree in law,
Master or any other qualification is a plus.
Language
Excellent knowledge of written, read, and spoken English (required)
