Job Description
Roles & Responsibilities
Key Responsibilities
First Aid & First Responder Training
- Design, deliver, and continuously improve first aid and first responder training programs aligned with AHA/SHA Heartsaver standards and applicable national requirements.
- Develop and maintain training materials including manuals, skill-station scenarios, simulation scripts, and competency assessment tools.
- Supervise and mentor first aid instructors, ensuring consistent delivery quality and standardized assessment across all training cohorts.
- Maintain city-wide certification compliance, ensuring all designated staff hold valid AHA/SHA or equivalent credentials at all times, with proactive renewal tracking.
- Coordinate with City Operations, HR, and department heads to embed certification requirements into onboarding and role-specific duty conditions.
- Produce monthly certification compliance dashboards and escalate gaps to the Executive Director, Healthcare Operations.
2.2 Emergency Drills, Simulations & Performance Reporting
- Design and manage annual drill and simulation calendar covering mass casualty incidents, medical emergencies, mass gathering scenarios, and venue-specific response exercises.
- Facilitate tabletop exercises and live simulations, coordinating participants across City Operations, and external partners as required.
- Evaluate drill performance using standardized checklists, response time metrics, and team-performance criteria; produce structured after-action reports with corrective recommendations.
- Track corrective action closure and retest through follow-up drills to confirm sustained improvement in response performance.
2.3 Public Health Awareness & Community Outreach
- Plan and deliver an annual public health awareness calendar aligned with national health observances and Qiddiya s operational calendar, covering priority topics such as heat illness prevention, cardiac health, diabetes awareness, and mass gathering safety.
- Coordinate with Marketing & Communications to produce guest and staff-facing health education content, including signage, digital materials, and event-based messaging.
- Build and maintain relationships with partner hospitals, referral facilities, and community health stakeholders to support integrated health promotion and care pathways for Qiddiya s workforce and guests.
- Measure outreach reach and engagement and report outcomes to the Executive Director, Healthcare Operations.
2.4 Vaccination Programs
- Plan and supervise staff vaccination drives in coordination with the healthcare provider and Ministry of Health requirements, covering seasonal influenza, meningitis, and other mandated or recommended programs.
- Track vaccination coverage rates against defined targets, maintain records, and produce reports for leadership and regulatory submission.
- Coordinate logistics for vaccination campaigns including scheduling, venue setup, cold chain compliance, and post-campaign adverse event monitoring.
2.5 Volunteer Management
- Recruit, train, and coordinate a pool of volunteer first aiders drawn from across Qiddiya s workforce, maintaining their certification status and deploying them to supplement professional medical coverage at events and activations.
- Develop and manage a roster of volunteer first aid instructors to support scaling of training delivery across the city, ensuring instructor quality through observation, feedback, and standardization.
- Recruit and train Standardized Patients (SPs) to support realistic simulation exercises and emergency drills, managing their briefing, role preparation, and performance feedback to ensure high-fidelity scenario delivery.
- Maintain complete volunteer records including profiles, training history, certification status, deployment logs, and performance feedback; recognize and retain high-performing volunteers to build program continuity.
2.6 AED Network & First Responder Readiness
- Oversee the city-wide AED placement strategy, maintaining an up-to-date inventory of all devices, inspection schedules, and readiness status across all Qiddiya venues.
- Build and maintain a layered first responder network across city departments, ensuring adequate coverage of trained lay responders at all operational areas and venues.
- Promote the Qiddiya Life Saver program to grow bystander first aid capability among staff, embedding a culture of emergency preparedness across the city workforce.
2.7 Event & Venue Medical Readiness
- Conduct pre-event medical readiness assessments for major activations, theme park openings, and mass gathering events, verifying that staffing, equipment, and trained responders meet defined standards.
- Develop venue-specific emergency response plans and coordinate readiness briefings with operational teams ahead of activations and high-footfall periods.
2.8 Reporting & Continuous Improvement
- Prepare and present monthly readiness reports to the Executive Director, Healthcare Operations, covering training throughput, certification status, drill outcomes, and AED network status.
- Identify and implement evidence-based improvements to training, drill design, and readiness programs through data analysis, after-action review, and benchmarking against mass gathering and entertainment industry standards.
2.9 Regulatory Compliance & Governance
- Ensure all training programs, certifications, and readiness activities comply with Saudi Commission for Health Specialties (SCFHS), Ministry of Health, and Qiddiya governance requirements.
- Maintain accurate records of all training, drills, certifications, and readiness assessments to support audit, accreditation, and regulatory inspection readiness.
- Support CMS governance by contributing readiness data and insights to the broader healthcare operations reporting cycle.
Desired Candidate Profile
Bachelor s degree in Emergency Medical Services, Paramedicine, Nursing, Public Health, or a related clinical discipline.
Valid SCFHS professional license in a relevant clinical category.
Minimum 5 7 years of experience in emergency medical services, healthcare training, or mass gathering medicine, with at least 2 3 years in a training, education, or emergency preparedness role.
