Key Accountabilities:

Spectrum management and regulatory requirements:

• Setup and update periodically a whole technology spectrum dashboard

To reflect the spectrum bands for mobile access and WiFi, transport links, fees and any temp or permanent request, considering all functions; Access, transport, WiFi & broadcast, to provide 3G, 4G, 5G, FWA technologies, and point- to point transmission links and broadcasting services. Spectrum Dashboard should feature:

• Historical, existing and the strategic direction for our spectrum resources
• Avoidance of the redundant data, to maintain a central source for our data
• Easy to access and use, any concerned stakeholder can access and use
• Clean, informative, well-formatted and up to date
• Periodic strategy Assessment of spectrum resources [Spectrum roadmap & strategy]

In order to determine the right action for its future use in case of spectrum Refarming.

3GPP [a technology standardization body] is introducing new technologies which required new spectrum resources to operate, this role needs to keep an eye on these updates and be proactive and ready to utilize, actions required could involve request new spectrum, reform or even return spectrum to regulatory; this practice will ensure that spectrum strategy for the company are always on track.

• Facilitate the spectrum needs on temp basis

This task aims to support our Mobile planning & Technology Access Design & Evolution teams; to execute the acquisition of required resources in terms of temporary allocations and secure all needed approvals

• TDRA consultations

This task requires a vast collaborative effort among the whole technology department, many requests and consultations are received on periodic basis, such as:

• Spectrum Fees
• 5G Strategy
• WIFI Strategy
• IOT Strategy
• TDRA-EITC Closed Consultation on Future Outlook for IMT spectrum
• Future outlook for wireless services and spectrum utilization

This role aims to elevate the level of response to be more detailed and prompted, by: setting up an internal Time-Content SLA for our concerned topics to make sure each related stockholder within technology is fully aware of any such request and consultation and to practice our due diligent by referring to the original ITU sources, consulting with our vendor spectrum specialists

Work and support on the following tasks: Technology planning RFPs, Change Requests on contract or amendments, new contract & PO issuance

• Technology planning RFPs & trials
  
  • Participate in tendering process from technical point of view, starting from setting up Project initiating Document (PID) which involve technical evaluation for the requested project; which then submitted to related spending forum for approval, once approved; RFP process is initiated which include preparation of Technical Evaluation Report (TER) that evaluate bidders based on agreed schedules with sourcing; this process covers all 3G,4G & 5G projects whether expansion, modernization or phasing out certain technology
  • Develop detailed BOQ in-line with RFP outcomes, this process requires communications between various department to ensure proper and efficient planning for the scope, and assure alignment among all planning and implantation teams for all technical requirements in both CAPEX and OPEX services
  • Study and compare different scenarios of the RAN evolution that is required spectrum input.
  • Setting up in coordination with sourcing & legal the trials agreements, which include the technical scope and assurance to protect EITC interest from any liabilities and cost and to deliver in coordination with planning team the full scope of trial to test, evaluate and report the outcome.
• Contract amendments and change request

Execute all technical requirements to perform amendments or contract Change Requests, the format of this task could be summarized as following:

• Prepare minimum of 6 contract amendments annually for the new scope of all related vendors and suppliers by including the Bill of Quantity (BoQ), Project Implementations plan (PIP) & liquidate damages (LDs); these processes involve coordination with various stakeholders including mobile planning, implementation, vendor management, sourcing, legal & finance.
• In addition to amendments, there are requirements of adding new service or resource line items to the approved BPO, which involve a negotiating process led by procurement team and supported by this role to provide the rightful price for that technical line item.
• Moreover, budget top ups are requested to meet the direction of expanding the scope or fulfilling the demand of new project; this role works directly with planning and commercial to proper dimension the requirements of the business case, liaise to governance and finance to support providing the required budget and finally start working on the amendment to serve and expedite the necessary approvals

Qualifications:

• BSc. or higher in Telecommunication /Electrical Engineering

Experience:

• 10 to 12 years of experience in the Telecommunication networks, Spectrum managements and regulatory requirements

Skills:

• Up to date Spectrum knowledge, knowing the spectrum hot trends and update
• Expert on handling Spectrum consultations to satisfy the company positions and strategy
• Expert knowledge of the Mobile networks and evolutions.
• Up-to-date Knowledge of 5G network and new technologies.
• Expert in vendor management in the field of RFPs, BPO and BOQ.
• Continuous knowledge and skills update.
