Job Description

Roles & Responsibilities

  • Responsible for the Process engineering of the Combined Cycle Power Plant (CCPP), SWRO Desalination Plant, Sewage Treatment Plant (STP), LNG, Geothermal Power, Waste to Energy, District Cooling Plant (DCP) and in particular for the optimization of the technical solutions implemented.
  • Be familiar with process and mechanical engineering design, Construction & Commissioning in above mentioned type of plant. Process engineering design experience will prefer.
  • Provides expertise and technical support to the Project as necessary.
  • Contributes to achievement of the overall Projects objectives, together with project team members.
  • Project bidding stage works: Review of Tender documents of new bidding project, come up with technical requirement breakdown, technical risk analysis, technical clarification/deviation with client, scope of work and terminal points, technical bidding criteria and assumptions, etc
  • Participant in the bidding Design Institute (DI) selection, project site visit; Coordinate with DI to prepare the Request for Quotation (RFQ), review OEM and Vendors’ technical proposal and Scope of Works (DOR), pre-bid & post-bid clarification with Client
  • Review equipment sizing, BOQ, performance guarantees prepared by DI, resolving the major technical issues, comparison and optimization of process equipment/system sizing & design
  • Organize internal pre-bidding review meeting; Review and finalize the technical bidding proposal. Draft the bidding experience summary after complete each project bidding works.
  • Project execution stage: Review EPC Contract Technical Documents and participant in the EPC Contract negotiation.
  • EPC Contract breakdown, and engineering management planning and optimization design planning.
  • Participate in the clarification and closure of Engineering Design Service Contract.
  • Responsible for the preparation, review and implementation of the project milestone schedule and engineering schedule related to its own discipline.
  • Responsible to develop and monitor the Engineering schedule & budget in coordination with other project stakeholders with pro-activity in implementing recovery measures.
  • Review the basic and design design documents from DI.
  • Preparation of Equipment purchasing technical RFP, review Bidder’s proposal and necessary clarification, preparation of Technical Bid Evaluation Report.
  • Coordinate with Vendor for equipment design and inputs, review Vendor’s design documents; Organize or Participate in various meeting with O/OE, DI, Vendor, etc.
  • Optimization design control, update the design BOQ regularly and analysis the difference for the cost control.
  • Coordinate with O/OE, DI, & Vendors for timely approval of design documents.
  • Coordinate with each parties to resolve the engineering design issues.
  • Preparation of lesson learn, engineering design and cost control summary, etc.

Desired Candidate Profile

  • Bachelor’s degree in Mechanical /process engineering from an accredited college or university. Major in Process /Mechanical Engineering, Thermal energy and power engineering, Or other majors related to power/water plant.
  • Over 10 years of relevant experience Bidding related experience preferred in process and mechanical design of CCPP, SWRO, STP, LNG, Geothermal Power, Waste to Energy (WTE) or District Cooling Plant (DCP).
  • Process / Mechanical Engineer from Design Insinuate or Consultant Company will be preferred.
  • Be familiar with design code & standards in Southeast Asia countries , Have relevant working experience in the Southeast Asia region especially Malaysia, Client experience includes major clients like TNB, GULF,YTL, PLP, Malakoff would be preferred.
  • Competent in using Word\Excel\Power Point\Auto Cad, etc.
