Project Context and Scope

In Algeria, and in support of the Algerian government and in cooperation with all other involved partners, IOM implements interventions within the areas of assisted voluntary return of migrants, migration and development, resettlement and repatriation, family reunification, and assistance to vulnerable migrants.

Under the supervision of the IOM Chief of Mission (CoM) in IOM ALGERIA for administrative matters, and technical supervision and guidance of the Regional Medical Movement Coordinator, and the direct supervision of Migration health officer, the consultant will support IOM Algeria s activities under the Assistance to Voluntary Return and Reintegration (AVRR) programme( MPRR ),ensuring safe medical movement of vulnerable migrants with special needs, covering prehosting evalutaions , fitness to travel procedures and medical escort service throughout their journey under IOM s care, from predeparture through to handover upon arrival.

Medical assessment (FTT/pre-hosting) and qualified medical escort are necessary to ensure safe, dignified, and humane return of vulnerable AVR beneficiaries. This is both medically and operationally justified. The Consultant is expected to carry out his/her duties in accordance with strictest moral, ethical, and professional standards and with due respect for gender and socio-cultural differences of the beneficiary(ies). During their ME duties the Consultant should remain flexible and adaptable in the event of any change in plans, as last-minute cancellations or changes to itineraries can occur.

Local Medical Escort Payment shall be made upon full and satisfactory completion of all medical escort services and deliverables outlined in the TOR. The fee shall be paid as a lump sum amount /hourly fee for each completed local medical escort assignment, subject to verification and acceptance by IOM.

Travel required: The role requires frequent travel, both domestically within Algeria and internationally, often on short notice to accommodate ad hoc cases.

Languages

Proficiency in English and French is required.

Working knowledge of Arabic is an added advantage

Desired Candidate Profile

Education, Experience and/or skills required

    • University Degree in Medicine from an accredited academic institution.

    • University Degree in Nursing from an accredited academic institution.

    • Minimum of four years of clinical experience.

    • Valid certification in Advanced Cardiovascular Life Support (ACLS) and Basic Life Support (BLS).

    • Clinical specialty linked to the medical profile of the escorted beneficiary (advantage if: Emergency Medicine, Internal Medicine, Pediatrics, Neurology, Psychiatry, Anesthesiology, Cardiology or Pulmonology)
