Job Description
Roles & Responsibilities
Parsons is looking for an experienced MEP Cost Estimator to manage cost planning, estimation, and commercial control of mechanical, electrical, and plumbing (MEP) systems on a high-profile airfield infrastructure project.
This role will involve close coordination with design, procurement, and construction teams to ensure MEP systems are delivered within budget and in accordance with contractual obligations. The ideal candidate will bring 5 years of experience in MEP cost engineering across large-scale infrastructure or aviation projects.
What You'll Be Doing;
- Develop detailed cost estimates for MEP systems during all project phases (design, procurement, construction).
- Evaluate contractor and vendor proposals, including rate build-ups and scope breakdowns.
- Assist in value engineering and lifecycle cost analysis for MEP solutions.
- Monitor MEP-related cost performance and identify potential overruns or savings opportunities.
- Evaluate and validate contractor payment applications, variations, and change orders.
- Support contract administration for MEP packages, ensuring compliance with commercial terms.
- Review and validate Bills of Quantities (BOQs) and tender documents for MEP scope.
- Assist in technical and commercial evaluations during procurement of MEP systems.
- Liaise with procurement and engineering teams to track awarded contracts and material deliveries.
- Prepare cost reports, forecasts, and cash flow projections for MEP scope.
- Maintain accurate records of estimates, claims, and cost databases.
- Contribute to monthly progress reports and commercial dashboards.

What Required Skills You'll Bring;
- Bachelor s degree in Mechanical or Electrical Engineering, Quantity Surveying, or related field.
- Minimum 5 years of experience in MEP cost control, estimating, or commercial roles on infrastructure or aviation projects.
- Strong understanding of pricing strategies for HVAC, electrical, plumbing, fire protection, and specialized airport systems.
- Proficiency in cost management software (e.g., Candy, CostX, or Excel-based systems).
- Familiarity with FIDIC contracts, procurement processes, and cost control procedures.
- Strong analytical, negotiation, and communication skills.
- Attention to detail and ability to work under tight deadlines.
- Membership in RICS, AACE, or similar professional body.
- Experience with airport or airfield-specific MEP systems (e.g., AGL, fueling, BMS, SCADA).
- Familiarity with BIM-based quantity extraction or digital BOQ tools.
- Fluency in Arabic is a plus.
