Job Description

Roles & Responsibilities


1. Tender Management & Estimation Leadership

  • Lead and manage the complete MEP estimation process for infrastructure, utility, and building construction tenders.
  • Review tender documents, specifications, BOQs, drawings, and scope to ensure complete understanding of client requirements.
  • Assign, supervise, and guide estimation engineers for detailed quantity take-offs and cost preparation.
  • Develop overall tender strategy in coordination with civil estimation and planning teams.
  • Ensure all pre-tender submissions meet client deadlines with high technical and commercial accuracy.

2. Technical & Cost Analysis

  • Prepare and review detailed cost breakdowns for MEP systems including HVAC, plumbing, drainage, firefighting, power distribution, lighting, low current, and ELV systems.
  • Analyze direct and indirect cost components—materials, labor, equipment, subcontracting, testing, and commissioning.
  • Conduct price comparison and evaluation of supplier/subcontractor quotations.
  • Ensure cost estimates are aligned with current market rates, resource productivity, and project location conditions.
  • Validate value engineering and cost optimization proposals.

3. Pricing & Commercial Strategy

  • Formulate and review MEP pricing strategies to achieve competitive yet profitable tender submissions.
  • Conduct detailed rate analysis and benchmarking of similar projects to validate pricing accuracy.
  • Prepare bid summaries, risk registers, and tender clarifications for management review.
  • Support management in technical and commercial negotiations with clients and partners.

4. Coordination & Interface Management

  • Collaborate closely with civil estimation, procurement, design, and planning teams to ensure scope completeness.
  • Coordinate with consultants and clients for pre-bid clarifications and design reviews.
  • Interface with suppliers and subcontractors to obtain accurate pricing and technical details.
  • Review and align project-specific MEP requirements with civil and structural elements to avoid scope overlaps or gaps.

5. Team Leadership & Development

  • Manage, mentor, and develop a team of estimation engineers and draftsmen.
  • Implement standardized templates, databases, and procedures for MEP estimation.
  • Conduct regular internal reviews, ensuring quality, accuracy, and compliance with tender requirements.
  • Drive continuous improvement in cost modeling, productivity norms, and estimation tools.

6. Documentation & Reporting

  • Ensure all cost summaries, BOQs, clarifications, and assumptions are well documented.
  • Prepare management reports on bid status, cost trends, and market analysis.
  • Maintain an updated database of suppliers, subcontractors, and price indices.
  • Provide post-tender feedback and lessons learned to strengthen future bid competitiveness.

Desired Candidate Profile

  • Proficiency in pricing analysis, cost control, and pre-tender budgeting.
  • Ability to interpret drawings, specifications, and contractual requirements.
  • Excellent leadership, communication, and negotiation skills.
  • Sound commercial acumen with understanding of KSA market pricing.
  • Familiar with estimation software/tools (e.g., Candy, CCS, Excel, AutoCAD).
