Job Description
Roles & Responsibilities
2. Key Responsibilities
A. Quality Governance & Policy Implementation
- Develop, implement, and continuously improve the Technical Quality Control Framework for all CSI projects.
- Establish quality policies, procedures, and workflows for technical documents, commissioning activities, and engineering deliverables.
- Ensure compliance with:
- Project Specifications
- CSI Internal Standards
- International Codes and Standards (NFPA, ASHRAE, ICC, ISO, BSRIA, SMACNA, NEC)
- Local regulations (SBC, civil defense requirements)
B. Technical Document Audit & Validation
- Conduct systematic audits of all technical documents issued by the Technical Department, including:
- Commissioning Plans
- Commissionability Reviews
- ITPs
- Method Statements
- Asset Registers
- Technical Design Reviews
- O&M Manuals, Training Manuals & System Manuals
- Ensure all documents follow the CSI template, structure, technical clarity, and required level of detail.
- Verify technical accuracy, alignment with design intent, OPR/BOD, and coordination between disciplines (mechanical, electrical, sustainability, controls).
- Identify gaps, risks, inconsistencies, and improvement opportunities.
- Issue Document Audit Reports (DARs) with corrective actions and required revisions.
C. Quality Control for Commissioning Activities (Site & Office)
- Plan and perform onsite quality audits of commissioning activities across Mechanical, Electrical, Plumbing, Fire & Life Safety systems.
- Verify compliance with commissioning plans, method statements, and ITPs.
- Audit commissioning deliverables:
- Pre-functional checklists (PFCs)
- Functional performance tests (FPTs)
- Test scripts and acceptance criteria
- System readiness checks
- Validate the quality and completeness of:
- TAB activities
- Electrical testing
- Fire alarm & life safety integration testing
- BMS sequence-of-operation testing
- HVAC system performance
- Water quality management activities (flushing, disinfection, water testing)
- Conduct random, scheduled, and unscheduled site quality inspections to ensure compliance.
- Highlight non-conformances, generate NCRs, and follow up until closure.
D. Development of QC Tools Checklists, ITPs, Logs
- Create and maintain:
- Discipline-specific QC checklists (Mechanical, Electrical, Plumbing, Firefighting, Controls)
- Inspection & Test Plans (ITPs) for all MEP systems and commissioning activities
- Inspection forms, test logs, and audit templates
- QA/QC procedures for underground, aboveground and critical systems
- Standardize QC templates across the technical team to ensure consistency and uniformity in all CSI deliverables.
- Ensure checklists and ITPs are aligned with:
- Project Specs
- BSRIA Guideline 29
- NFPA/ICC requirements
- ASHRAE & SMACNA guidelines
E. Internal Technical Compliance & Continuous Improvement
- Review internal processes to identify efficiency gaps and ensure best practice implementation.
- Implement corrective & preventive action (CAPA) programs.
- Lead internal quality audits for all technical documents before final issue.
- Maintain a lessons-learned register and drive improvements across the technical and operations teams.
F. Training, Guidance & Team Support
- Train engineers on:
- Quality control principles
- Documentation standards
- Proper use of checklists & ITPs
- Code requirements & commissioning compliance
- Commissioning Process
- Support the Technical Director in developing training materials, technical manuals, and QC guidelines.
- Mentor junior QC and technical engineers on proper documentation, site reviews, and commissioning quality.
G. Stakeholder Coordination & Reporting
- Liaise with:
- Technical Managers (Mechanical, Electrical, Sustainability, Controls)
- Site Commissioning Managers
- Client representatives
- Design consultants & contractors
- Prepare and present:
- QC Audit Summaries
- NCR Reports
- Quality Performance Dashboards
- Monthly QC Status Reports
- Act as the primary focal point for all quality-related queries from the client or internal teams.
Desired Candidate Profile
Bachelor s Degree in Mechanical/Electrical Engineering (Master s preferred).
