Roles & Responsibilities
Libya continues to face a significant challenge regarding missing persons resulting from decades of political repression, armed conflict, and instability. Thousands of individuals remain missing,leaving families without information regarding the fate or whereabouts of their loved ones.Families often experience severe psychological distress while facing legal, administrative, and institutional barriers when attempting to access justice, truth, and reparations. In response, Our client and UNSMIL are implementing the joint programme Addressing the File of Missing Persons in Libya. The programme seeks to strengthen institutional responses to missing persons while improving support to families through psychosocial services, legal aid, and improved access to justice mechanisms.In line with the United Nations people-centered and victim-centered approach to transitional justice, the programme prioritizes inclusive participation, gender-responsiveness, and conflict- sensitive engagement with families, while ensuring confidentiality, informed consent, and do no harm practices in all interactions.As part of this programme, Our client is supporting the establishment of referral systems linking families of missing persons with legal aid and mental health and psychosocial support (MHPSS) providers in selected locations, including Tarhuna and Tawergha, while also facilitating engagement with families in Derna. The programme will also organize family forums and capacity- building activities aimed at strengthening families ability to engage with relevant institutions, advocate for their rights, and access available services. To support these activities, Our client seeks to recruit an expert to facilitate dialogue with families of missing persons, support selected workshops, and act as a liaison between families and service providers involved in the referral system. The consultant will act strictly as a facilitator and liaison, and will not provide legal advice, psychosocial support, or case management. Their role is limited to facilitating dialogue,documenting outcomes, and supporting communication between families and service providers.
The objective of this assignment is to facilitate safe, inclusive, and trauma-sensitive dialogue processes with families of missing persons and support the implementation of referral systems linking families with legal aid and psychosocial support providers. The facilitator will ensure that meetings and forums are conducted in a participatory, inclusive, and trauma-sensitive manner, while also supporting communication between families and programme partners.
Under the supervision of our client Rule of Law Project Manager and the Transitional Justice Specialist, and in coordination with programme partners, the consultant will undertake the following tasks:
A. Facilitation of Family Forums
Facilitate four (4) family forums with families of missing persons:
Two (2) one-day forums in Tarhuna
Two (2) one-day forums in Tawergha
The forums will aim to:
Provide a safe space for families to share experiences and concerns
Identify key barriers to accessing justice, truth, and support services
Support dialogue between families and stakeholders involved in the missing persons file
Raise awareness about the referral system (legal aid and MHPSS)
Collect feedback and recommendations to strengthen programme activities
The facilitator will apply trauma-sensitive facilitation techniques and ensure inclusive participation.
B. Facilitation of capacity-building activities
The facilitator will facilitate interactive discussions during one capacity-building workshop in Tunis.
She/he will support active and safe participatory group discussions and ensure engagement of families and participants on memorialization and truth-telling.
The facilitator will not act as a technical trainer. Instead, he/she will support participatory processes, trauma-sensitive group work, and inclusive engagement throughout the workshops.
The facilitator will produce (i) a brief facilitation note (approach, agenda flow, participation dynamics), and (ii) an anonymized summary of key discussion points and participant recommendations.
C. Facilitation of meeting with families from Derna in Tunis
The facilitator will facilitate one (01) meeting with families of missing persons from Derna, in cooperation with the Derna Assessment Expert and MHPSS Expert, aimed at identifying priority
needs of families; strengthening trust between families and programme stakeholders; and supporting families engagement with referral services
D. Liaison support for referral system
The facilitator will support communication between families of missing persons and service providers by:
Acting as a facilitator and liaison between families and legal aid / MHPSS providers.
Supporting families in understanding available services and how to access them.
Supporting coordination with CSOs hosting the referral system.
Providing feedback to our client on issues encountered by families.
The consultant will not provide legal or psychosocial services directly. The consultant will apply do no harm, conflict sensitive, and trauma sensitive facilitation approaches in all engagements with families of missing persons.
All interactions will be based on informed consent, strict confidentiality, and secure information management, in line with UN standards of conduct, including zero tolerance for sexual exploitation, abuse, and harassment (SEAH).
The consultant will work under the supervision of the our client's Rule of Law Project Manager, and the Transitional Justice Specialist, and coordinate closely with the joint our client and UNSMIL programme team.the Contractor is expected to continuously liaise with the Project Team, and update them on progress, or any complications during the process.
The expert will ensure strict confidentiality and adherence to ethical standards in all interactions with beneficiaries.
