Job Description
Roles & Responsibilities
Main Accountabilities:
- Together with the Medco and the Logco, identifying the needs of the mobile health support in the target population and participating in the definition, planning and updating of the appropriate MSF strategy and the mobile health activities and its budget. Performing initial data collection and establishing base line criteria, analysing data and mapping the potential problems (e.g. sample collection, adherence problems, difficulty in pharmacy management, etc.)
- Supervising the mobile health activities.
- Monitoring and evaluating the performance of the monitoring tools and coordinating the implementation of the mobile health activities according to MSF standards, protocols and procedures in order to provide the most appropriate support to the target population. Collecting and analysing data and documenting the lessons learned
- Ensuring continuous networking and active search for partners (e.g. MoH, national associations of People living with HIV/AIDS, universities, specialized commercial firms or non-profit organization) to guarantee the achievement of mobile Health deployment through partnership with one or several other actors.
- In close coordination with the project biomedical service, supervising the appropriate use of medical devices and anticipating and communicating future needs.
- Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, detection of potential, motivation, development and internal communication) of the staff under his/her responsibility, in order to ensure having the appropriate team in terms of size, capabilities and skills
- Participating in monthly reports according to guidelines (SitRep, statistical report, etc.) and reporting problematic situations and cases with the Medical Coordinator and Logistics Coordinator in order to help with decision making and resolution of problems.
Context specific accountabilities
Strategic and Programmatic Leadership
- Together with the Medical Coordinator define and regularly update the T1DM operational strategy, objectives, and work plan for the project.
- Contribute to the assessment of needs and gaps in diabetes care among refugees and host populations in Cairo and Giza, identifying barriers to treatment, and follow-up.
- Conduct regular team meetings, case discussions, and debriefings to ensure alignment and problem-solving
- Establish and maintain effective collaboration with the implementing partner and actively participate in steering committees.
- Align all technical and operational decisions with Medical Activity Manager ensuring consistent application of agreeable standards.
Quality of Care and Technical Support
- Support the implementation of clinical protocols and patient flow, including triage, rapid tests, consultation, follow-up, emergency management and education of T1DM cases.
- Identify training needs and organize, with the support of the coordination, capacity building activities on T1DM protocols, insulin management, nutrition, education, emergency response, etc
- With the coordination and the partner counter part , ensure an adequate technical support of the multidisciplinary team (nurses, counsellors, educators, outreach workers) to maintain quality and patient-centered care.
- Collaborate with the pharmacist and the nurse to ensure cold chain management and proper insulin storage, respecting MSF standards.
Data Management, Monitoring, and Evaluation
- Ensure systematic data collection on T1DM cases (new enrolments, follow-up, complications, outcomes, stock use, ).
- Collaborate with the data manager to ensure accurate and timely reporting, analysis of trends for monthly, quarterly and annually report.
- Document lessons learned and good practices to guide future program development and knowledge sharing
Identification and Planning of Mobile Clinic Locations
- Lead the identification and selection of suitable sites for T1DM mobile clinic deployment, based on medical, demographic, and contextual data to prioritize and justify locations.
- Work with the HP team to Engage with communities, to validate site choices, ensure community acceptance, and identify opportunities for collaboration with existing services.
- Regularly review and adjust the deployment plan based on updated data, patient feedback, or changes in migrant location or access.
- Document the rationale and lessons learned from each location setup to guide strategic planning for future expansion or reallocation of services.
Desired Candidate Profile
Education:
- Bachelor s degree in medicine (mandatory)
- Any specialized diploma in medical field (desirable)
Experience:
- Previous experience of 2-3 years in similar position required
- Previous experience with MSF or similar organisation in the field is desirable
Language:
- Essential: Fluent Arabic and English (both oral and written).
