Job Description
Roles & Responsibilities
The incumbent will: 1- Ensures systematic and integrated approach to implementing evidence-based programming to improve the quality and outcomes of field interventions. 2- Provides technical guidance and support across UNRWA s SFO to strengthen existing monitoring and evaluation frameworks, processes, and practices, ensuring comprehensive data-collection, analysis, and reporting. 3- Collaborates within the Programme Support Office (PSO) to develop, implement and analyze evaluation, research, and learning initiatives, including third-party monitoring exercises. 4- Leads PSO-related field and process monitoring initiatives. 5- Develops and implements data products, including dashboards, factsheets, maps, and relevant reports (internal and external) to support communication, reporting, and decision-making processes. 6- Develops and implements data management system, establishing streamlined processes for data collection, cleaning, validation, and verification to ensure accuracy and reliability. 7- Promotes culture of learning and shares key lessons learned across relevant teams to enhance programme performance and quality. 8- Performs other reasonable duties as assigned by the supervisor.

Desired Candidate Profile
A university degree from an accredited university.

In this role, the incumbent will be the bridge between data and decision-making designing robust monitoring frameworks, tracking progress against key indicators, and translating findings into actionable insights. The Monitoring and Evaluation Officer s work will help the Agency understand what is working, identify areas for improvement, and demonstrate our value to key stakeholders and the Palestine Refugee community we serve. The DP will coordinate with and report to the Field Programme Support Officer.
