Job Description
Roles & Responsibilities
Under the overall authority of the Head of the UNESCO Jordan Office, the guidance of the Head of the Education Unit, and the direct supervision of the Project Officer (TVET portfolio), the Monitoring and Reporting Consultant will be responsible for providing technical support and capacity development to the Ministry of Education (MoE) staff in their monitoring and reporting functions related to the Canadian loan, as well as supporting the implementation of the Technical Assistance (TA) programme.
More specifically, the incumbent will be responsible for the following tasks:
- Provide technical support and capacity development to MoE staff in relevant departments (including the Development Coordination Unit DCU, TVET Department, School Buildings, etc.) to strengthen their monitoring and reporting functions related to the Canadian loan.
- Support the preparation of a reporting calendar for the implementation of the Canadian loan in coordination with Global Affairs Canada (GAC).
- Contribute to the development and strengthening of coordination mechanisms, communication channels, and feedback systems (including the potential establishment of an M&E working group) to support effective monitoring and reporting.
- Support the preparation of communication materials highlighting achievements and success stories related to the Canadian loan and the TA programme and contribute to the dissemination of results where relevant.
- Promote the use of standard operating procedures to enhance workflow efficiency, coordination, and clarity of roles and responsibilities in project implementation.
- Participate in relevant committees and working groups related to the Canadian loan and the TA programme, ensuring active engagement and contribution to discussions and outcomes.
- Provide technical input to the planning, implementation, monitoring, and reporting of activities under the TA programme, in line with UNESCO and donor guidelines and procedures.
- Monitor implementation progress of the TA programme, identify risks and challenges, and propose mitigation measures to support effective programme delivery.
- Facilitate knowledge sharing and documentation of lessons learned and success stories and support the timely dissemination of programme results to donors, partners, and UNESCO stakeholders.
- Contribute to effective teamwork by maintaining regular communication with the UNESCO Education team, sharing updates, and providing constructive feedback during coordination meetings.
- Strengthen the application of Results-Based Management (RBM) principles in planning and reporting through continuous learning and practice.
Desired Candidate Profile
Advanced University Degree (master s or equivalent) in education, international development, social sciences, or a related field; or a minimum of seven (7) years of relevant professional experience in monitoring and evaluation, reporting programme coordination, or education/development programmes in lieu of an advanced degree.
5 years of relevant professional experience in the field of monitoring and evaluation, reporting, and coordination in the education sector at the national and/or sub-national level and including in international setting.
Sound understanding of results-based management, monitoring, and evaluation principles.
Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships (both within and outside the Organization).
Excellent coordination, organization, and prioritization skills, and ability to manage multiple and simultaneous tasks, and to deliver results within a specified timetable.
Strong analytical and problem-solving skills.
Excellent communication and interpersonal skills, including the ability to interact professionally and appropriately with government counterparts, education institutions, consultants, service providers, and other stakeholders.
Strong teamwork skills and ability to work constructively with UNESCO team members and external partners.
Good institutional understanding, including respect for communication channels, reporting lines, roles, responsibilities, and appropriate communication protocols.
Ability to maintain respectful, clear, and solution-oriented communication, including in sensitive or time sensitive situations.
Excellent knowledge of English and Arabic (written and spoken).
- Previous experience in international development cooperation, preferably in Technical and Vocational Education and skills development, within a UN agency or international non-governmental organization, along with experience collaborating with national authorities or Ministry of Education staff in providing such support, is considered a strong asset
- Previous work in the Education Sector in Jordan.
- Knowledge of procurement for infrastructure works and furnishing for schools, an advantage.
- Knowledge of the Jordan TVET-sector development and donor/partner landscape, an advantage.
