Job Description

Roles & Responsibilities

Within delegated authority, the National Consultant will be responsible for the following duties:

  • Provides specialized technical expertise on the right to freedom of association, including alignment with international human rights law, relevant UN standards, treaty body recommendations, and the Universal Periodic Review outcomes applicable to Tunisia.
  • Conducts legal and policy research to assess compliance of legal frameworks with international human rights obligations.
  • Collects, compiles, and analyses information on administrative and judicial measures affecting the right to freedom of association.
  • Supports stakeholder mapping and conduct mitigation strategy consultations and coordination with civil society organizations, professional associations, relevant authorities, and UN actors, ensuring informed consent and application of the do no harm principle.
  • Contributes to the formulation of evidence based, actionable recommendations aimed at strengthening the protection of the right to freedom of association, ensuring compliance with Tunisia s international human rights obligations, and addressing gaps between law and practice.
  • Ensures gender responsive and inclusive analysis, with attention to women led organizations and organizations representing marginalized or at risk groups.
  • Performs other related duties as required, in support of OHCHR mandate to promote and protect human rights.

Deliverables

  • Inception report outlining methodology, scope, and risk mitigation measures
  • Interim analytical inputs and updates, including summaries
  • Final internal analytical report with findings and recommendations

  • PLANNING AND ORGANIZING: Ability to prioritize tasks, manage sensitive information, and meet deadlines under pressure.

Education Advanced university degree (master s or equivalent) in law, human rights, political science, or a related field.

Work Experience A minimum of 6 years of relevant professional experience in human rights research, and legal analysis, is required. Familiarity with the Tunisian legal and socio-political context is required. Experience working with the United Nations or international organizations is desirable.

Languages French and Arabic are required. English is desirable.
