Job Description
Roles & Responsibilities
Under the guidance of the director of cluster 4, and the supervision of the Chief of ICT Policies Digital Development on Digital Cooperation at ESCWA and in cooperation with the Ministry of Telecommunications and Digital Economy in Palestine, the national expert will be entrusted with the following tasks:
- Review the initial draft of the NDDR prepared by the Ministry of Telecommunications and Digital Economy in Palestine, incorporating and addressing the comments provided by the ESCWA team
- Verify, validate, and update the data already collected in the first draft, ensuring completeness and accuracy in line with the five main clusters
- Research, gather and compile all additional data needed to ensure the completeness of the NDDR according to the main five clusters.
- Complete the addendum by gathering all necessary additional information to ensure the updated NDDR reflects the full scope of digital development priorities.
- Coordinate with the NDDR National Focal Point (NFP) to engage concerned partners, entities and stakeholders in providing any additional information or missing data needed to complete and strengthen for the NDDR.
- Make sure to validate and clearly reference, where required, within the text and in endnotes, the data and information presented in the NDDR while Maintaining a comprehensive list of bibliography.
- Produce the full and final draft NDDR completely ready for conversion by the country into the full-fledged official national report.
- Support the Ministry and ESCWA teams in revising and updating the National Digital Development Agenda (NDDA), based on the findings of the final NDDR, including:
- Use the NDDR to extract evidence-based insights, national priorities, strengths, and gaps;
- Translating these findings into clear strategic directions and actionable objectives;
- Revise and update the NDDA, including a review and adjustment of goals, baselines, indicators,
Desired Candidate Profile
An advanced university degree in ICT or a related field is required; a Masters or Ph.D. is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed.
At least 5 years of experience and research in Technology related issues is required. A concrete knowledge in the domain of planning and strategies is desirable.
