Develop HPV SBC-CE Plan and IEC Materials: Conduct desk review, co-create plan with MoPH/WHO/UNICEF, develop messages, pre-test messages, coordinate the design of IEC material with UNICEF Comms teams and clearance with WHO and MoPH.
- National HPV SBC-CE plan validated.
- Set of IEC materials (Arabic/English) produced and pre-tested.

Development of Capacity Building Training Package/Manuals: Draft and validate training manuals, curricula, job aids, and tools for IPC, CE, and rumour management capacity building
- Finalized training package/manuals validated with MoPH/WHO.
- Job aids and training tools ready for dissemination.

Training of Frontline Workers, CHWs, PHCC Staff, and Community Mobilizers: Conduct 12 ToT and support cascade training sessions for frontline workers, CHWs, PHCC staff, and community mobilizers.
- 300 frontline workers, CHWs, and mobilizers trained.
- Training package finalized, and job aids disseminated

Technical Support to Implementing Partners for Community Engagement Activities: Provide guidance and oversight to selected implementing partners on planning, messaging, mobilization, and reporting of SBC-CE activities with municipalities, faith leaders, caregivers and other stakeholders.
- Partner receives regular technical guidance.
- SBC-CE activities implemented reaching 10,000 people direct and 100,000 through mass/social media.
- Documentation of lessons learned.

Rumour Monitoring & Feedback: Collect/analyse rumours and community feedback from existing mechanisms or establish new one, if needed, produce regular reports for HPV Taskforce.
Five rumour/feedback reports developed and shared with HPV Taskforce.

Documentation & Final Reporting: Compile lessons learned, prepare final technical report and PPT, and recommendations for future SBC-CE work on immunization.
Final consultancy report and PPT produced, with documented results, good practices, and recommendations.

To qualify as an advocate for every child you will have
Minimum requirements:
• Advanced university degree in Public Health, Social/Behavioral Sciences, Development Communication, Community Engagement or related field.
• At least 7 years of professional experience in social & behavior change, risk communication, and community engagement.
• Experience in immunization demand generation and/or new vaccine introduction strongly preferred, specifically HPV.
• Proven expertise in developing SBC and community engagement strategies and training curricula.
• Experience working with UN agencies, Ministries of Health, NGOs, and CSOs in Lebanon or similar contexts.
• Strong analytical, communication, and facilitation skills.
• Fluency in English and Arabic is required- both in oral and written communication.
