Job Description

Roles & Responsibilities

The digital age presents an unprecedented opportunity to enhance the human security of women and girls globally and in Egypt. Digitalization has provided economic security (through enhanced access to livelihood opportunities, banking, and financial support), education (through enhanced learning for all) and health security (through tech-facilitated reproductive healthcare). However, the digital age also carries negative implications to the human security of women and girls, primarily through technology-facilitated violence against women and girls (TFVAWG). TFVAWG is an impediment to women and girls freedom from fear, freedom from want, and freedom from dignity. While nascent research is putting numbers on the phenomenon at the regional level, more research is necessary to understand the scale of TFVAWG and its manifestations in Egypt. This assignment focuses on supporting the development of a multidimensional study on the recurrence of TFVAWG in Egypt, and its impacts from the human security perspective on different domains; a nationally owned comprehensive Toolkit and its training/learning modules on responding to TFVAWG from a human security perspective. In addition, the assignment includes the development of recommendations, formulated in close collaboration with criminal justice actors and tailored to support their institutional response to TFVAW&G. Moreover, the assignment seeks to establish legal clinics at law schools of Egyptian universities to enhance practical learning, awareness, and access to justice for VAW&G cases. Under the supervision and overall guidance of UNODC s Criminal Justice Expert, and in close coordination with UN Women and ITU teams, the consultant will undertake the following specific tasks:

a) The study:

  • Review the main objectives and finalize the outline of the multidimensional study developed by UN Women;
  • Review the study developed by the recruited research entity;
  • Integrate references to relevant national legislation, strategies, and action plans pertaining to TFVAWG;
  • Ensure alignment with the national context.

b) The toolkit:

  • Review the main objectives and finalize the outline of the toolkit;
  • Work with the consulting company contracted by UN Women and tasked with the overall development of the toolkit, to determine the outline and key components;
  • Ensure that integration of relevant national legislation, strategies, and action plans pertaining to TFVAWG;
  • Ensure alignment with the national context.

c) Review comprehensive Standard Operating Procedures (SOPs) for the operation of legal clinics at selected law schools. This includes providing guidance on implementing the SOPs at the clinics.

d) Co-deliver two sets of training to law students on operating the legal clinics and providing legal aid to women and girls affected by cyber VAW&G.

e) Develop recommendations and a policy paper, in close collaboration with and tailored for criminal justice actors involved in the institutional response to cyber VAW&G.
