Job Description

Roles & Responsibilities

The rapid advancement of digital technologies and the increasing reliance on the internet have revolutionized communication, governance, and law enforcement operations. However, this digital transformation has also facilitated new forms of cyber-enabled crimes, including online violence against women and girls (VAW&G), child sexual exploitation, and organized cybercrime activities. Women and children remain disproportionately vulnerable to these threats, facing cyberstalking, online harassment, the non-consensual distribution of intimate images (NDII), online child sexual exploitation (OCSE), and child sexual abuse material (CSAM), as well as recruitment into exploitative activities by criminal organizations. Under the supervision of the UNODC Crime Prevention and Criminal Justice Expert in Egypt, the consultant should undertake the following tasks:

  • Design, organize, and technically support capacity-building activities for criminal justice, law enforcement, and policy stakeholders on cybercrime, online violence, OCSE, CSAM, and violence against women and girls (VAW&G).
  • Develop gender-sensitive training materials, agendas, and learning materials tailored to different stakeholder groups, including law enforcement officers, prosecutors, judges, and parliamentarians.
  • Facilitate specialized trainings, roundtables, workshops, and mock trial exercises aimed at strengthening investigation, prosecution, adjudication, and legislative responses to cyber-enabled crimes and VAW&G.
  • Support multi-sectoral dialogue and coordination on emerging trends, challenges, and good practices related to cybercrime against women and girls.
  • Produce analytical and technical reports, including training summaries and policy-oriented recommendation paper.
  • Ensure timely delivery of all outputs in line with UNODC quality standards and reporting requirements.

Desired Candidate Profile

An advanced university degree (Master s degree or equivalent) in law, Criminology, Cybersecurity, or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of 10 years of progressively responsible professional work experience in the field of law, drafting laws and regulations, related to cybercrime and/or cybersecurity and/or data privacy at the national level is required

Practical professional experience in providing technical assistance and delivering training is desirable.

Work experience with the governmental institutions in the field of crime prevention in general and enhancing measures to prevent and counter cybercrime in particular is desirable

Work experience within the United Nations system is desirable.
